# Admissions 2026: How to Submit 10 Applications Online and Who Can Still Submit Paper Documents

The era of paper forms and queues at admissions committees is coming to an end. In 2026, the admissions campaign in Ukrainian universities will become truly digital. The vast majority of applicants will submit documents exclusively through the "Unified Electronic Bank of Documents" (ЄДЕБО) system. But how does this work in practice, and are there any exceptions?

### The Rule of Ten: How Many Universities Can You Choose?

The main change to remember immediately concerns the number of attempts. This year, an applicant has the opportunity to submit up to five applications for state-funded places and up to five for contract places. In total — 10 applications.

It is important to understand the nuance: this limitation concerns the number of applications, not the number of educational institutions. You can submit all 10 applications to one university for different specialties or distribute them among different universities. The choice of strategy remains yours.

### Digital Cabinet: Registration and Assistance

The entire process will take place via the admissions campaign website "ЄДЕБО: Admissions-2026". To get started, you must create a personal electronic cabinet. During registration, the system will request basic data, including a phone number for receiving an SMS confirmation code.

If you have difficulties with digital technologies, there is no need to panic. Universities are required to establish consultations at admissions committees. You can contact them for help with registration, document submission, or clarifying admission rules. At the same time, you can visit the consultation of any university, not just the one you plan to attend.

### Who Can Still Submit Paper Documents?

Despite total digitization, the law provides for exceptions. The right to submit paper applications is preserved for certain categories of citizens who cannot use the electronic system.

Such applicants include:

- Persons who do not have the opportunity to undergo electronic identification;

- Persons who cannot use the system due to technical reasons;

- Persons who cannot use the system due to lack of internet access.

Such applications are submitted personally to the admissions committee or remotely, if the university allows it. For remote submission, an electronic signature based on a qualified certificate will be required. In any case, even paper documents are ultimately entered into the ЄДЕБО database.

### Rules for Preferential Categories and Document Nuances

If you are entitled to special admission conditions or benefits, but the corresponding data is not in state registries, you need to act in advance. Before submitting the first application, you must contact the university and provide supporting documents. This can be done in person or via email, if the educational institution has the ability to verify documents remotely.

Remember that the list of documents provided is basic. Final requirements may vary depending on the university and specialty. Therefore, future students are strongly advised to check admission rules on university websites or clarify information with admissions committees in advance.

### Dates and Important Reminders

The admissions campaign in Ukraine in 2026 will last from July 1 to October 15. During this time, most applicants will submit applications to universities online via electronic cabinets in the ЄДЕБО system.

Separately, it is worth mentioning preferential conditions for applicants from temporarily occupied territories. Simplified rules apply to them: some applicants can submit documents without the NMT (National Multidisciplinary Testing) — based on interview results, as well as receive benefits, state-funded quotas, free housing, and a one-time assistance payment of 50,000 hryvnias.
