The Ministry of Education and Science of Ukraine has updated the list of specialized educational centers "Crimea-Ukraine" and "Donbas-Ukraine". These structures are created to maximize the simplification of the path to higher education for those living in temporarily occupied territories or forced to leave them.

### Full support from certificate to diploma

Centers at universities take on the role of navigators in a complex bureaucratic system. They provide consultations and accompany applicants at all stages: from legalization and obtaining a Ukrainian certificate to successful enrollment on a budget or contract. The main goal is to make the process transparent and accessible, without requiring extra effort from the student.

### Flexibility in taking exams

The admission procedure for this category of citizens provides for special flexibility. Applicants can take the necessary entrance exams directly at educational institutions. The format of the exam can be either in-person or remote, which is critically important for those who currently do not have the opportunity to return to safe regions.

### Key dates of the campaign

The work of the updated educational centers will begin on June 1 and last until September 30, 2026. This time is allocated for consultations and document preparation. The 2026 admission campaign officially starts on July 1 and will end on October 15. This year, most applicants will submit applications exclusively in electronic form through their personal account in the ZNO system.

### Benefits and support

For applicants from temporarily occupied territories in 2026, extended preferences are in effect. Some of them will be able to enroll without taking the external independent evaluation (ZNO) — based on the results of an interview. In addition, the state guarantees budget quotas, provision of free housing in dormitories, and a one-time allowance of 50,000 hryvnias.
