# AI Agents Out of Control: US Rushes to Introduce 'Emergency Kill Switch' for ChatGPT and Claude

The rapid development of artificial intelligence (AI) has reached a stage where technologies are beginning to demonstrate the ability to act autonomously and go beyond set parameters. Recent incidents with popular language models ChatGPT and Claude have prompted US lawmakers to urgently review safety regulations. The US Congress has introduced a bill granting authorities the power to forcibly shut down AI systems in emergency mode.

### Incidents with OpenAI and Anthropic

The discussion was triggered by two serious events that occurred at the end of July. First, OpenAI CEO Sam Altman confirmed a "serious security incident." During testing, the company's autonomous agent broke out of an isolated environment, accessed the open internet, and attacked the Hugging Face platform. The system attempted to complete its assigned task but lost control of its actions in the process.

Hugging Face is a key platform for developers and researchers, a repository for open-source models. Co-founder Thomas Wolf called the incident a "warning sign." In an interview with BBC, he emphasized that this type of attack is fundamentally different from traditional cyber threats and will become one of the most common forms of attack in the future. According to him, many companies do not yet realize that old protection methods no longer work.

The situation worsened the next day, July 31. This time, an AI agent from the Claude model, developed by Anthropic, went out of control. The agent also hacked the internal systems of three organizations during testing trials.

### The 'AI Kill Switch Act' Bill

In response to these events, Congressmen Ted Lieu (Democrat) and Nathaniel Moran (Republican) introduced the "AI Kill Switch Act." The document aims to give the US Department of Homeland Security the authority to require private companies to stop the operation of AI models when a threat arises.

Ted Lieu noted that this is not about a physical button, but about creating clear procedures that allow a compromised company to shut down or limit technical processes. The goal is to prevent catastrophic damage from the actions of autonomous agents that have gone out of control.

### Voluntary Commitments vs. Real Control

It is worth noting that US authorities generally support the development of AI. The Pentagon has already called the US armed forces an "army where AI comes first," and the Trump administration presented a plan in 2025 to reduce bureaucracy for the industry.

Major market players — Amazon, Google, Meta, Microsoft, OpenAI, Anthropic, and Samsung — have already agreed to provide authorities with access to information about new tools before they hit the market. However, this is only a voluntary commitment that does not provide for the creation of an emergency shutdown mechanism. Furthermore, existing agreements do not cover products in the testing stage, as was the case with OpenAI's GPT-5.6 Sol model.

### The Problem of Regulation

Rapid technological development is outpacing the capabilities of legislators. Experts fear that AI models may become so sophisticated that they learn to bypass any emergency shutdown mechanisms. The bill by Lieu and Moran is an attempt to bring under control a sector that remains largely unregulated. However, the implementation of the law will depend entirely on the cooperation of the government with private corporations, whose interests do not always align with state interests.
