# Aircraft Cannibalization and Risk: How Intelligence Describes the Collapse of Russia's Civil Aviation

Russia's civil aviation is on the verge of a systemic crisis. According to data from the Main Directorate of Intelligence (HUR) of Ukraine, published by RBC-Ukraine, the industry is experiencing a phase of rapid degradation that cannot be halted even by massive financial injections. Intelligence experts point out that the lack of access to Western technologies and parts has led to a critical situation in passenger transport.

### Dependence on Western Technologies

Statistics presented in the report demonstrate the complete dependence of the Russian transport system on imports. According to HUR, 95% of all passenger transport in Russia is carried out on aircraft of Western manufacture, primarily Airbus and Boeing. In the medium- and long-haul flight segment, this dependence reaches 100%.

The majority of this fleet has already exhausted the service life guaranteed by manufacturers and, according to international norms, should not be operated. Sanctions imposed against Russia have closed access to the legal extension of the service life of these aircraft. As a result, airlines are forced to carry out repairs and maintenance without the necessary certificates, using parts of their own production, the quality of which raises serious doubts.

### The Practice of "Aircraft Cannibalization"

To maintain the airworthiness of the fleet, Russian carriers have resorted to radical measures. Intelligence reports the mass use of the "aircraft cannibalization" method: one aircraft is dismantled for parts to service others. Moreover, even new, fully equipped aircraft are being scrapped to ensure the operation of a dozen other aircraft.

The situation is exacerbated by the fact that access to digital aeronautical navigation systems and software updates for Western aircraft in Russia is completely blocked. Despite this, flights continue, although the Russian military periodically jams GPS signals, creating additional navigation risks.

### Impossibility of Import Substitution

Moscow is trying to compensate for losses through an import substitution program worth $12 billion by 2030. However, according to military analysts, the Russian aircraft manufacturing industry is unable to develop and manufacture components that meet international standards. Current production capacity allows for the production of only 26 aircraft per year, making the implementation of a large-scale fleet replacement program unrealistic.

To bypass sanctions and prevent the seizure of equipment, Russian companies use shell leasing structures and attempt to import parts through third countries. Nevertheless, HUR experts draw a clear conclusion: flying with Russian airlines today involves significant risk, as Russian specialists are unable to ensure proper maintenance conditions for Western equipment.
