# Anthrax in the Kherson region: how occupiers' actions create a threat of biological terrorism

A critical situation regarding biological safety is developing in the temporarily occupied territories of the Kherson region. According to the Main Directorate of Intelligence of the Ministry of Defense of Ukraine, Russian occupiers are grossly violating sanitary norms when burying livestock infected with anthrax. These actions pose a direct threat to the lives of the civilian population and can be classified as an act of biological terrorism.

### Ignoring sanitary norms

According to RBC-Ukraine, there are about 50 cattle burial grounds in the region where occupiers transport carcasses of infected animals. The greatest danger is posed by about 10 facilities located near Askania-Nova, Skadovsk, and Zhelezny Port.

Instead of the mandatory burning of carcasses, which is the only reliable way to destroy anthrax spores, Russian authorities simply bury them. Many of these facilities are in a neglected state, often in close proximity to roads and residential buildings — in some cases, the distance to the development is less than a kilometer.

### Ecological trap

The situation is exacerbated by the fact that some burial grounds are located in areas with a high groundwater level. Anthrax spores have a unique ability to remain viable in the soil for up to a hundred years. The lack of solid fences and protective structures at these facilities, as well as the complete neglect of maintenance issues by the occupation "administration," creates ideal conditions for the spread of infection.

This poses a double threat: both to people living near these zones and to the entire agricultural sector of the region, which may face mass livestock deaths.

### Risk of provocations "under a false flag"

Intelligence also warns of the possible use of these cattle burial grounds for propaganda purposes. It is not excluded that Russian troops may stage explosions at these facilities to then, as part of an information campaign, accuse Ukraine of using biological weapons. Such scenarios of provocations have already been implemented by the aggressor more than once.

Experts emphasize: the deliberate creation of conditions for an outbreak of a dangerous infection is a crime that can be interpreted as biological terrorism against the civilian population.

### Context of escalation

Events in the Kherson region are taking place against the backdrop of a general intensification of the Ukrainian counteroffensive against the enemy's rear facilities. Analysts from the Institute for the Study of War (ISW) record a significant increase in strikes against Russian logistics hubs. Only in the period from May to June 2026, the destruction of more than 500 Russian trucks and other equipment was confirmed.

A bright example of such activity was the large-scale drone attack on Crimea on the night of June 23. As a result of the strikes, fires broke out on the peninsula, and traffic across the Kerch Bridge was temporarily suspended. Among the damaged targets were the "Kavkaz" port and the oil terminal.
