# Anti-Corruption Prosecutor's Office demands confiscation of assets from Vice-Premier Kuleba

The Specialized Anti-Corruption Prosecutor's Office (SAP) has filed a civil lawsuit with the High Anti-Corruption Court seeking the confiscation of assets belonging to Vice-Prime Minister Alexey Kuleba. The amount subject to confiscation in favor of the state amounts to nearly 5 million hryvnias. The basis for the court application was the investigative materials of the National Anti-Corruption Bureau (NABU).

### Real estate purchase scheme through relatives

The investigation established the details of the transaction that became the subject of the proceedings. In 2021, while holding the position of First Deputy Head of the Kyiv City State Administration, Alexey Kuleba initiated the purchase of real estate in Kyiv. To formalize the deal, he used the name of his sister, through whom preliminary agreements for the acquisition of an apartment and a parking space were concluded.

The final registration of property rights took place in 2023, when the official was already working as Deputy Head of the President's Office. In the process of signing documents and undergoing state registration, the subject of the case involved his personal driver in the actions.

### Lack of legal sources of income

The key argument of the prosecution was the financial analysis of Alexey Kuleba's family. The expertise showed that at the time of the transaction, the official and his close relatives did not have legal funds to acquire expensive real estate. Prosecutors are asking the court to recognize the assets as unjustified and confiscate them in favor of the state.

"The prosecutor filed a lawsuit with the court to recognize the assets as unjustified and to confiscate them in favor of the state from the nominal owner, the legality of the origin of which raises reasonable doubts," the SAP press service reported.

### Vice-Premier's reaction

Alexey Kuleba commented on the situation in a conversation with RBC-Ukraine. He confirmed that he is the defendant in this case and stated his respect for the procedures established by law.

The official emphasized that this is exclusively a civil court process aimed at assessing the legality of the origin of assets, and not a criminal proceeding or the presentation of charges. According to him, final conclusions should be made by the court after a comprehensive study of the evidence.

Kuleba also noted that throughout his public career he acted openly and declared all necessary information about income and property. He expressed his readiness for full cooperation with the investigation and providing all explanations for an objective consideration of the case.

### Context of anti-corruption investigations

The case of Alexey Kuleba is being considered against the backdrop of large-scale checks by law enforcement agencies. Earlier, employees of the Temporary Investigative Commission (VLC) conducted searches in 16 regions of Ukraine, checking for undeclared assets, large sums of cash, and vehicles among officials.

At the same time, NABU and SAP uncovered another corruption scheme related to procurement for the State Border Guard Service. Investigators established facts of extortion of a bribe in the amount of $1 million during drone deliveries.
