# Budanov: Russia is already ready to strike the EU — timelines may shift

![Kyrylo Budanov, head of Ukrainian military intelligence, in uniform with patches, discusses the threat of a Russian strike on the EU](https://xab.info/media/2026/07/07/budanov-rossiya-gotova-k-udaru-po-evrosoyuuzu/budanov-rossiya-gotova-k-udaru-po-evrosoyuuzu-1.webp)

Russia has already prepared for a possible attack on European Union countries. This was stated by Kirill Budanov, Head of the Office of the President of Ukraine, in an interview with RBC-Ukraine.

### Plan adjustment: from 2027 to 'already ready'

Anxiety is growing in Europe: many experts and politicians say that Russia could strike within a few years. When asked when exactly — after the end of hostilities in Ukraine or during them — Budanov answered unequivocally:

«Earlier, they clearly distinguished that hostilities here needed to be completed and only after that… But now plans are being slightly adjusted, so they are ready».

At the same time, Budanov did not name specific dates. He only noted that the documents of the Russian security forces originally planned readiness for such actions by the beginning of 2027. However, as the Ukrainian official emphasized, «all plans can be adjusted». And he adds: «After all, there is not so long left until the beginning of 2027».

### Readiness ≠ Decision

It is important to understand: the existence of plans and technical readiness does not mean that a political decision to start aggression has already been made. This is a scenario that is being considered and refined, but its implementation depends on many factors, including the internal situation in Russia, the reaction of the West, and the dynamics of the conflict in Ukraine.

### Warnings from Europe: Tusk and Rinkēvičs

It is not only Ukrainian sources sounding the alarm. In April, Polish Prime Minister Donald Tusk warned that Russia could attack one of the NATO countries within the next few months — not years. At the same time, he expressed doubt whether the US would be ready to defend Europe in such a scenario.

Latvian President Edgars Rinkēvičs also does not rule out escalation by Russia against Alliance countries. However, according to him, at the moment Russia does not have enough troops for a full-scale invasion of any NATO country.

### What's next?

The situation remains tense. Russia's plans may change, but the fact remains a fact: the country is already demonstrating readiness to expand the conflict. For Europe, this is a call to action — to strengthen defense, review strategies, and possibly coordinate more closely with the US and other allies.

For now, the world waits — when exactly and in what format Moscow's next step may occur. Meanwhile, Budanov, Tusk, and Rinkēvičs continue to warn: time is running out, and the threat is getting closer.
