# 2027 Budget: Ukraine's housing policy proposed to be allocated around 85 billion hryvnias

In the draft State Budget of Ukraine for 2027, the government proposes to allocate around 85 billion hryvnias for housing policy. According to RBC-Ukraine, this is 38.3 billion hryvnias more than was allocated for this area in the 2026 budget. This was stated by Elena Shulyak, chair of the Verkhovna Rada committee on state governance organization, local self-government, regional development and urban planning, who noted that housing remains one of the key state priorities.

### Housing policy in the 2027 budget

The proposed level of housing policy funding — around 85 billion hryvnias — represents a significant increase in spending compared to the current budget. The growth of 38.3 billion hryvnias over the 2026 level indicates that the state intends to expand support for citizens in the housing sector against the backdrop of the war's aftermath and the need for recovery. According to Shulyak, it is in this context that a large-scale housing reform is launching in Ukraine.

### The 'eOselya' program — the main beneficiary

The largest share of the housing budget — 45 billion hryvnias — is proposed to be directed to providing citizens with housing under the 'eOselya' preferential mortgage program. The funds are expected to flow through 'Ukrfinzhille'. This is 27.9 billion hryvnias more than is provided for the program in 2026, making the preferential mortgage the central instrument of housing policy in the draft 2027 budget.

### 'eVidnovlennya', compensation and support for vulnerable groups

A further 24.4 billion hryvnias in 2027 is planned to be allocated to the 'eVidnovlennya' housing programs, compensation and subventions. Separate expenditures in the draft budget are provided for veterans, military personnel and people who have lost their housing due to the war. It was previously reported that internally displaced persons who lost their housing due to the war may receive housing vouchers worth up to 2 million hryvnias, and preferential terms of the 'eOselya' program apply to IDPs, providing, in particular, compensation for part of the down payment and loan processing costs.

### Housing reform and the legislative context

Shulyak emphasized that the start of the housing reform was the adoption of the framework bill 'On the Basic Principles of Housing Policy'. Other documents are now being prepared, in particular a bill on the social housing fund. In parallel, the International Register of Losses has opened new categories of claims for Ukrainians — including loss of access to medical care and education, moral damages and other economic losses; claims can be filed online through the 'Diia' portal.

### Status of the figures and the document's further path

It is important that the proposed expenditures are still draft and may change: the Verkhovna Rada must consider the draft State Budget for 2027 before the figures become binding. For context, according to media reports, around 18.5 billion hryvnias is also planned to be allocated in the 2027 budget for veteran support, which underscores the social orientation of the spending. Thus, the final funding volumes for housing policy will be known only after the document passes the parliamentary procedure.
