# Ceuta as a Tool of Hybrid Warfare: Ukrainian MFA Documents Large-Scale Russian Media Campaign

The Ministry of Foreign Affairs of Ukraine has officially announced the detection of a coordinated information campaign aimed at destabilizing the situation in European Union countries. According to the ministry, the new target of Russian propaganda is the migration crisis in the Spanish enclave of Ceuta. This was reported on Friday, July 31, 2026, by the Head of the MFA, Andriy Sybyga.

### Scale of the Information Attack

According to Ukrainian analysts, pro-Russian media outlets have launched active operations across the continent. Specifically, the dissemination of over 1,500 materials featuring footage from Ceuta has been recorded. The main impact has been on audiences consuming content in Spanish, French, and German.

Publication statistics demonstrate the systematic nature of the campaign:

- The network of resources identified as "Pravda" published approximately 1,500 materials.

- The Spanish-language edition of "Pravda" contributed nearly 300 publications.

- Each language edition of the RT channel disseminated more than 25 news items dedicated to this topic.

### Position of the Ukrainian Diplomat

Andriy Sybyga emphasized that Moscow is using sensitive topics, such as migration, to sow fear and undermine trust in the governments of European countries. According to the minister, the essence of the problem lies not in the situation at the border of Spain and Morocco itself, but in the manipulation methods Russia uses to advance its agenda.

"It is not about the situation itself, but about how Russia tries to manipulate any topic that could serve its agenda. The only way to protect society from this interference is to cut it off," noted the Head of the MFA of Ukraine.

In this regard, Sybyga called on EU countries that take their national security seriously to consider the issue of a complete ban on Russian propaganda resources.

### Context of Migration Threats in Europe

The statement by the Ukrainian minister came against the backdrop of an escalation of the situation at other EU borders. Earlier, the Prime Minister of Latvia, Andris Kučinskis, accused the leadership of Russia and Belarus of organizing a sharp rise in attempts to illegally cross the Latvian-Belarusian border.

Simultaneously, in France, the Ministry of the Interior issued a deportation order for Ksenia Fedorova, a Russian propagandist and former head of RT France. These events indicate increased attention by European authorities to issues of information security and border control.
