# Child benefits in Ukraine to increase 2.7 times: Cabinet of Ministers adopts comprehensive bill

The Ukrainian government has prepared major changes to the child social protection system. The Cabinet of Ministers has supported a draft law aimed at radically improving the situation for foster families and guardians, as well as significantly increasing the amount of state benefits. The document has already been registered in the Verkhovna Rada and is awaiting parliamentary consideration.

### Radical increase in benefits

The key point of the initiative is a multiple increase in financial assistance to families. According to calculations by the Ministry of Social Policy, families raising children under guardianship or custody, as well as foster families and family-type children's homes, will receive support exceeding the current amount by 2.7–2.8 times.

It is important to note that the exact amounts will be tied to the base value approved in the State Budget for 2027. However, the ministry is already providing estimated figures based on an experimental base value of 4,500 hryvnias.

### New lump-sum payment

Draft Law No. 15438, registered on July 22, 2026, introduces a previously missing support measure into the legal field — a lump-sum payment. Its amount will be 36,000 hryvnias. This innovation is designed to help families during the child's adaptation period or in case of emergency needs.

### Protection of rights and family integrity

In addition to the financial component, the document aims to change approaches to child placement. In particular, the draft law enshrines the principle of the indivisibility of sibling bonds: brothers and sisters will no longer be separated when placed in families.

There are also plans to introduce personal liability for officials for inaction or violations in the field of child protection. Children are guaranteed the right to know the truth about themselves, and vulnerable categories of families may be granted the right to equipped housing or assistant services.

### Systemic changes

The initiative is part of the implementation of the Strategy for Ensuring Every Child's Right to a Family Environment for 2024–2028. To implement it, changes must be made to 18 legislative acts, including the Family Code, the Civil Procedure Code, and laws on state assistance to families.

The main goal of the reform is to ensure that every child in Ukraine has the opportunity to grow up in a safe and stable family environment. The next stage will be the detailed consideration of the document by the deputies of the Verkhovna Rada.
