# China builds a "shield" for farmers: a large-scale plan to create 1,000 distribution centers and strategic fertilizer reserves

The All-China Federation of Supply and Marketing Cooperatives has unveiled a large-scale five-year plan aimed at transforming the country's agricultural sector. The document focuses on 18 key tasks directed at modernizing logistics, improving service quality, and establishing a modern resource distribution system in rural areas. The strategy is designed to ensure food security and protect farmers from market fluctuations.

### Strategic reserves and logistics network

The central element of the program is the creation of a robust infrastructure for storage and distribution. By 2030, China intends to establish or upgrade more than 100 national strategic fertilizer reserves. Simultaneously, approximately 1,000 district-level distribution centers are planned for key grain-producing regions.

This ambitious network aims to address the critical challenge of supply stability. Experts note that the system will help mitigate risks of supply chain disruptions and support production capacity even in the face of climate change, natural disasters, or uncertainty in global markets.

The plan outlines a clear roadmap with intermediate milestones. By 2026, the country plans to complete the construction or modernization of about 20 national-level strategic fertilizer storage facilities and more than 200 county-level distribution centers. Such a hierarchical structure will ensure uninterrupted circulation of goods from the central to the local level, guaranteeing farmers access to resources at reasonable prices.

### Infrastructure to reduce losses

In addition to logistics, the cooperative system is investing significant funds in agricultural service infrastructure. This year, the construction or modernization of approximately 200 agricultural service centers is planned nationwide.

These facilities will perform emergency response functions, providing drying and preservation services for produce immediately after harvest. This is critical for reducing food losses, which have traditionally been one of the main challenges for the efficiency of the agricultural sector. Modern warehousing systems will not only preserve the harvest but also improve its quality and market value for producers.

Expanding drying and storage capacity is viewed as a key solution to combat the effects of extreme weather events and ensure food supply during emergencies.

### The role of cooperatives in the economy

The new plan confirms that the model of cooperative production and consumption remains a vital tool for implementing state policy in rural areas. Cooperatives serve as a link between city and country, utilizing a nationwide network of facilities to address a wide range of tasks.

The system's functionality goes far beyond the simple supply of fertilizers and seeds. Cooperatives are actively involved in the procurement and distribution of finished agricultural products, delivering them from fields to consumer markets. Furthermore, they handle the supply of essential goods for the needs of the rural population, ensuring comprehensive service for agricultural communities.
