A major corruption scandal is unfolding in the Odesa region, involving the top echelons of local self-government. The Security Service of Ukraine (SBU), in cooperation with law enforcement agencies, has documented the receipt of undue advantage by Oleksandr Radkovsky, the First Deputy Chairman of the Odesa Regional Council. The suspect was detained by law enforcement officers at the moment of transferring the first portion of funds.

### Extortion scheme and deal conditions

According to the investigation, the official organized a mechanism to receive money from representatives of commercial entities. The goal of the extortion was to facilitate the approval of permitting documentation in the field of capital construction. Specifically, it concerned an investment project to build a residential estate in the suburban zone of Odesa.

Operational data indicates that the amount of extortion amounted to $50,000 USD. Artificial administrative barriers were created for the developer: officials threatened to delay the procedures for reviewing and verifying technical documentation if the conditions were not met. The detention of the main suspects took place immediately after the transfer of the first tranche of $10,000 USD.

### Structure of the criminal group

The investigation revealed that accomplices were involved in implementing the corruption scheme, providing assistance at various levels. According to the investigation, the group included:

    - The secretary of one of the rural councils in the Odesa district, who provided support at the local level.

    - The head of a specialized engineering company, who acted as an intermediary and consultant on technical issues.

All suspects in the criminal proceedings were detained as part of procedural actions.

### Legal qualification and further actions

At the current stage of the pre-trial proceedings, Oleksandr Radkovsky has been officially charged. The Prosecutor's Office of the Odesa region is also conducting checks regarding the official's involvement in other episodes of illegal activity. In particular, issues regarding the distribution and change of the intended use of land plots in the region are being studied, which may be classified as fraudulent actions.

The actions of the suspects are being investigated under articles of the Criminal Code of Ukraine concerning the acceptance of a proposal, promise, or receipt of undue advantage by an official holding a responsible position. Aggravating circumstances include committing the crime by prior agreement by a group of persons and its connection with extortion.

Defense representatives and official spokespeople for the suspects have not yet published detailed comments regarding the essence of the charges. According to current legislation, a person's guilt in committing a criminal offense is considered unproven until the court's guilty verdict enters into legal force.
