# Deadly Speed: Why 60 km/h in Cities is Already a Life-Threatening Risk

Summer has arrived in Kyiv, but the usual permission to accelerate up to 80 km/h on central avenues has not materialized. This marks the first time in recent years that the capital's authorities have not granted concessions to motorists. However, the lack of a "green light" for high-speed driving has not been a panacea: tragic accidents continue to occur.

The paradox of the modern urban environment is that one does not need to accelerate to insane speeds for a major accident to occur. In conditions of dense urban development, even a "city" pace can become fatal for pedestrians and drivers. Scientists and researchers around the world have long studied this problem, but the implementation of their findings in real life often lags behind technological development.

### The Mathematics of Survival: Why Every Kilometer Matters

Modern statistics are relentless: the risk of death for a pedestrian grows exponentially with increasing collision speed. Every additional 1 km/h increases the probability of death by 11%. The figures, which are often ignored by drivers, speak of something terrible:

    - At a speed of 30 km/h, the pedestrian's chances of survival are 90%.

    - At 50 km/h, this figure drops to 50%.

    - At 60 km/h, only one in two survives; the rest sustain injuries incompatible with life or leading to disability.

The situation becomes even more critical for cyclists and moped riders. Due to the lack of helmets and higher speeds, the risk for them is significantly higher. It is precisely these data that are forcing legislators around the world to reconsider norms: if in the last century the world moved from 60 km/h to 50 km/h, now in Europe the introduction of a 30 km/h limit is actively being discussed.

### The Illusion of Safety: Why Metal Doesn't Save

There is a persistent myth that modern cars with active safety systems and a sturdy body allow the driver to feel completely safe at any speed. This is a dangerous misconception.

Even for a driver protected by steel and airbags, a speed of 50–60 km/h poses a mortal threat. In a head-on collision on an oncoming lane, speeds add up, and the impact load increases manifold. But side collisions are even more terrifying: at a speed of just 65 km/h, the chances of survival for the driver and passengers are a meager 15%.

### The Legal Trap: Driver Liability

In addition to physical danger, speeding entails colossal legal risks. In Ukrainian legal practice, a car is classified as a source of increased danger. According to Article 1187 of the Civil Code of Ukraine, the owner of such a means is liable for the harm caused, even if the fault lies with the pedestrian.

This means that a driver can become a defendant in a criminal case and receive a prison sentence, even if the pedestrian violated the rules and ran out onto the road themselves. Of course, in court, one can challenge the guilt and refer to Article 1166 of the Civil Code of Ukraine, proving that the harm was caused by the unlawful actions of the victim themselves. However, court battles require time, money, and nerves. In conditions where the price of error is freedom, the most reasonable choice remains moderate speed.
