Legal mechanisms for mobilization in Ukraine are undergoing changes, adapting to current realities. In 2026, the right to deferment from conscription is retained for certain categories of military personnel. The law clearly defines the list of grounds and the procedure for their registration, which has now largely moved to the digital sphere.

As reported by RBC-Ukraine, citing explanations from the official portal of the Defense Forces, deferment is a temporary exemption from conscription, granted strictly in cases provided for by law. It is important to understand: this is not a cancellation of military duty, but only a postponement of the fulfillment of obligations.

### Who is entitled to deferment: main categories

Legislation identifies a number of social and family circumstances that give the right to exemption from conscription for a certain period. Key grounds include:

    - **Parents of large families:** persons raising three or more children under the age of 18, provided there is no debt on alimony payments.

    - **Parents of children with health issues:** raising a child with a disability or serious illness, as well as supporting an adult child with a disability of Group I-II.

    - **Guardians and adopters:** persons exercising guardianship over orphans or children deprived of parental care.

    - **Care for relatives:** constant care for close relatives with a disability of Group I-II, if there are no other able-bodied dependents.

    - **Family circumstances:** having a minor child if the spouse is serving in the military, or the loss of a close relative who died or went missing while defending Ukraine.

    - **Health:** citizens recognized by the military-medical commission as temporarily unfit for service.

### Professional categories and protection (bronirovannya)

A separate block of grounds concerns professional activity. Deferment is granted to pedagogical workers (provided they work at least 0.75 of a full-time equivalent), heads of ministries, their deputies, and heads of state administration bodies.

Also included in this list are:

    - Employees of military management bodies and law enforcement agencies defined by legislation.

    - State servants ensuring the activities of the President, the Verkhovna Rada, and the Cabinet of Ministers (in the fields of expertise, cybersecurity, and system administration).

    - Specialists of the defense industry, critical infrastructure, and cybersecurity.

    - Citizens who were held in captivity.

For employees of critically important enterprises, deferment is arranged through the protection mechanism (bronirovannya), which is initiated by the employer.

### Digitalization of the process: how to apply for deferment

The procedure for obtaining deferment requires confirmation of the grounds with documents and submission of an application. The state is actively implementing digital tools to simplify this task.

**Through the «Reserve+» application:**
    The user needs to go to the «Submit deferment request» section, select the appropriate ground, and pass the verification. As a result, an electronic certificate with a QR code confirming the status is issued.

**Through the CNAP (Center for Administrative Services):**
    If the ground has not yet been digitized or there is no possibility to use a smartphone, documents are submitted through the Center for Provision of Administrative Services. For this, you will need:

    - Taxpayer Identification Number (RNOKPP).

    - Originals or certified copies of documents confirming the right to deferment.

CNAP independently transfers documents to the Territorial Recruitment and Resource Center (TRRC). The decision and certificate can be obtained in electronic form or personally at the center.

### Important nuances and automatic extension

Since 2025, a mechanism for the automatic extension of permanent deferments has come into force (for example, due to disability or confirmed by state registers). The Ministry of Defense has updated the algorithms: now the system checks data against the latest birth certificate and the child's RNOKPP.

However, deferments due to temporary unfitness, certain types of protection, and urgent grounds require re-registration after the expiration of the term. The «Reserve+» application notifies the user of this in advance.

**Critically important:** the mere existence of the right to deferment does not guarantee its automatic provision. If the military personnel has not submitted an application and supporting documents, the TRRC has the legal right to carry out conscription.
