# Digital blockade and utility collapse: strict communication and water supply schedules introduced in Dzhankoy

In the northern part of the peninsula, controlled by Russian occupation authorities, an unprecedented regime of restrictions is being introduced. In Dzhankoy and surrounding areas, mobile communications and the internet now operate strictly according to a schedule, while water supply has been reduced to just a few hours a day. An official order regarding this was published by the Kremlin-appointed "Ministry of Internal Policy" of Crimea.

### "Digital Isolation" Regime

Mobile communications in the region function for only 8 hours a day: from 8:00 to 12:00 and from 14:00 to 18:00. During the rest of the time, including the entire night, residents remain in complete digital isolation. The duration of these restrictions is not specified, creating an atmosphere of uncertainty and anxiety among the population.

The occupation administration urges residents to take the new regime into account when planning calls and using mobile internet. However, experts and military analysts point to the true reasons for these measures. Dzhankoy is a key railway and road hub for supplying the southern grouping of Russian troops. Constant attacks by Ukrainian drones and ATACMS missiles on the military airfield and logistical bases have forced the occupiers to take radical steps.

The hourly restriction on communications pursues two goals: first, to deprive local residents and pro-Ukrainian partisans (the "Atesh" movement) of the ability to transmit operational information about the movement of equipment and air defense positions to the Armed Forces of Ukraine. Second, during periods of "silence," Russian military forces switch stationary electronic warfare (EW) complexes to full power, which suppress civil frequencies to protect military objects from drone targeting.

### Utility crisis: water and electricity by schedule

The digital blockade has overlapped with a deep infrastructure crisis. Due to systematic strikes on the energy sector in southern Russia and problems with the "energy bridge" from Taman, the peninsula is experiencing a critical shortage of electricity. In Dzhankoy, electricity is supplied with significant interruptions, which directly affects the operation of water utilities.

Pumping stations cannot operate continuously without stable voltage, so authorities have introduced a strict water supply schedule. Residents receive water for only 6 hours a day: in the morning from 6:00 to 9:00 and in the evening from 18:00 to 21:00. During the rest of the time, the taps remain dry.

### Panic and domestic problems

Local community pages report panic in stores. The population is massively buying candles, generators, and bottled water in advance. The situation is exacerbated by the inability to call emergency services during communication outages, which puts citizens' safety at risk in the event of accidents or emergencies. The city has effectively been switched to a strict life-support schedule, reminiscent of wartime conditions.
