# Diplomacy as the Continuation of War: Ghalibaf on the Victory of Negotiations and the Return of Refugees to Lebanon

Speaker of the Iranian Parliament Mohammad Bagher Ghalibaf redefined the nature of modern geopolitical confrontation in his latest speech. The politician, known for his hardline rhetorical style, stated that diplomacy is not an alternative to struggle, but a direct continuation of it. In his view, the highest form of state strategy lies in achieving national goals through the restoration of stability, even if this requires a change in tactics.

### From Preparing for a Strike to a Diplomatic Triumph

Ghalibaf revealed behind-the-scenes details of recent events. He admitted that, despite the active work of diplomats, Tehran was prepared for the worst-case scenario. The Speaker maintained constant contact with military commanders on the ground, preparing the country for an inevitable strike. However, as he noted, the course of events changed due to the "stunning success" of the diplomatic channel. It was negotiations, not military force, that instantly restored security to the region.

According to the politician, the results of this diplomatic victory are already being felt on the ground. As the main proof of success, he cited the situation in Lebanon. Ghalibaf emphasized that the ceasefire worked with incredible speed: within the first 24 hours after the announcement of the cessation of hostilities, more than 50% of civilians forced to flee their homes due to fierce fighting had already successfully returned home.

### Personal Contribution and Recognition of the MFA's Merits

Concluding his speech, the Speaker expressed gratitude to the professional staff of the Iranian Ministry of Foreign Affairs for conducting complex diplomatic maneuvers. At the same time, he emphasized his own role in this process, underscoring that his approach remains fundamental.

Ghalibaf once again reminded the audience of his background: "I have experience in diplomatic work, but diplomacy is not my profession. I am a fighter, but with the spirit and culture of a warrior, I also walk the path of diplomacy." These words highlight that for the Iranian leadership, even peace negotiations are conducted from a position of strength and readiness for defense.

### International Context: The Memorandum and Trump's Threats

Ghalibaf's speech came against the backdrop of a tense international situation. Recall that on June 17, the US published the official text of a memorandum of understanding with Iran, which was reached over the past weekend. This document became formal confirmation that the parties were able to find common ground.

However, despite the signing of documents, a shadow of uncertainty remains over the region. US President Donald Trump previously stated that Washington reserves the right to resume strikes on Iran if negotiations on the nuclear program with Tehran reach a dead end. Thus, the diplomatic pause mentioned by Ghalibaf is fragile and requires further professional management by both sides.
