A large-scale reform of the draft exemption system is brewing in Ukraine. As of August 14, 2026, the number of citizens protected from mobilization may decrease significantly. Nikolai Sirenko, a lawyer at the law firm 'Prikhodko and Partners,' commenting on the situation for RBK-Ukraine, provided a forecast for the current period. According to him, the introduction of new criteria will inevitably lead to a temporary reduction in the number of exempted individuals. This will occur during the 'cleaning' of registries, when statuses will be rechecked against new requirements.

Specialists expect that many enterprises that previously had a broad interpretation of criticality may lose this status if they cannot prove their indispensability according to the new, stricter standards. This means that thousands of workers could find themselves at risk of mobilization as early as the beginning of autumn 2026.

Contrary to public concerns, official representatives of the Cabinet of Ministers insist that the goal of the reform is to correct errors, not to reduce the staff of critical industries. At the same time, experts and lawyers working with exemption documents point out that tightening the criteria automatically narrows the circle of eligible enterprises.
