# Draft Notice Does Not Cancel Choice: Ukrainian Army Officer Explains Recruitment Rules for Mobilized Citizens

In Ukrainian society, a persistent myth still exists: as soon as a person subject to military service receives a summons to update their registration data, their right to independently choose their place of service disappears. It is precisely due to this fear that many citizens, ready to defend the country, delay visiting the Territorial Recruitment and Social Support Centers (TCSP) or refuse to work with recruiters. However, the official position of the state and the actual practice of recruitment centers look different.

### A Summons to Update Data Is Not a Verdict

Ilya Abel, an officer from the 1st Recruitment Center of the Ground Forces of the Armed Forces of Ukraine, dispelled popular misconceptions in a comment to RBC-Ukraine. According to him, receiving a summons to verify data does not deprive a person of the right to use the services of recruitment centers.

"The official position of the state is much simpler and, at the same time, more important: a summons to update data does not deprive a person of the right to use recruitment. Even with such a summons, a person can apply to a recruitment center, select a vacancy, find a place in a specific brigade, and move forward," Abel explained.

The essence is that a citizen is obliged to appear at the military commissariat by the specified deadline, but this does not mean automatic dispatch to a random unit. On the contrary, the system allows one to first choose a position, brigade, and format of service, and only then go through the official procedures.

### Where the Limits of Possibility Lie

However, there are important nuances that must be taken into account. The officer emphasized that the opportunity to choose a place of service is preserved only at the stage of verifying registration data. If a person has already passed the military-medical commission (MMC) and received a so-called "combat summons" — a mobilization order for dispatch to a unit — it will no longer be possible to use recruitment services.

Thus, the critical moment for making an independent decision is the period between receiving a summons to update data and passing the MMC.

### How Candidate Support Works

The recruitment system in Ukraine is not standing still. Previously, it was criticized for cases where people, after interviews in brigades, still ended up in other positions that did not correspond to their expectations or skills. Currently, the situation is changing thanks to the introduction of full-fledged support.

The 1st Recruitment Center of the Ground Forces offers to act according to a clear logic: recruiters accompany the candidate at all stages — from the first communication with the military unit to the moment of official appointment to the chosen position. Moreover, specialists remain in touch with the serviceman even after the start of service.

Such an approach helps to overcome the main fear of candidates — the risk of ending up somewhere where their civilian skills and professional experience will not be taken into account. The state strives for every conscript to be able to find their place in the defense of Ukraine, relying on their competencies.
