# Drone terror in Kherson: how FPV attacks have become a systematic tactic against civilians

The morning of August 4 in Kherson did not begin with trade, but with an explosion. On one of the city markets, a Russian FPV drone attacked a 52-year-old vendor. The man had no connection to the army — he had simply brought vegetables to sell. The drone circled, waited, and struck. The result was blast trauma, concussion, and shrapnel wounds. He received medical assistance.

### "This is not an accident — this is a tactic"

The incident was reported by Ukraine's Prosecutor General, Ruslan Kravchenko, in his Telegram channel. According to him, the Kherson regional prosecutor's office has already initiated a pre-trial investigation into this war crime. "Remote killings of the civilian population using FPV drones have become a method of terror in frontline territories," the official emphasized.

Kravchenko called this not a "collateral effect" of hostilities, but a chosen and ongoing tactic of Russian operators. "Russia demonstratively disregards the norms of international law," he added.

### Figures that speak for themselves

Since the start of the full-scale invasion, more than 16,000 criminal proceedings have been recorded regarding attacks by small-range drones on civilians. Since the beginning of 2026, there have already been 2,614 such crimes. Nearly 7,000 people have been injured — among them 179 children. 967 people have died, including 10 minors.

Separately, 43 cases of double-strike tactics were noted — where, after the first explosion, a drone attacks again, often targeting rescuers or the wounded.

### Responsibility will be inevitable

The Prosecutor General emphasized that in several criminal proceedings, the names of the operators are already known. "Responsibility for these crimes will be inevitable," he assured. Law enforcement officers are working to identify all those involved in attacks on civilians.

Earlier, Ukrainian President Volodymyr Zelenskyy reacted sharply to videos of the so-called "drone safari" on the peaceful residents of Kherson. One of the victims — a resident of the Mykolaiv region who miraculously survived during the attack on August 4 — has become a symbol of the tragedy repeating day after day.

The photo from the attack site, published in Kravchenko's channel, shows the burnt remains of a drone on wet asphalt — black propellers, a melted body, shrapnel. This is not just equipment. It is an instrument of terror directed against those who simply live, work, and sell vegetables at the market.
