# Dual Citizenship in Ukraine: Who Can Submit a Declaration of Renunciation of Foreign Passport by July 16, 2026

Important changes to Ukraine's citizenship legislation have come into force, affecting thousands of foreigners who have already obtained a Ukrainian passport or are in the process of obtaining one. The State Migration Service (SMS) has warned that some citizens have just over a month to submit a special declaration renouncing foreign citizenship—otherwise, legal consequences may arise.

### Who is required to submit a declaration and by what deadline

According to the SMS, foreigners who acquired Ukrainian citizenship after January 1, 2018, as well as those currently undergoing naturalization, are required in certain cases to submit a declaration renouncing foreign citizenship. This must be done **by July 16, 2026**. After this date, the opportunity to use the simplified procedure will be lost.

The declaration replaces the traditional obligation to terminate foreign citizenship—that is, a written statement renouncing a foreign passport, which previously had to be submitted within two years of obtaining Ukrainian citizenship.

### Categories of citizens entitled to submit a declaration

The right to submit a declaration instead of fully renouncing foreign citizenship is granted to the following categories:

- Individuals serving or who have served under contract in the Armed Forces of Ukraine, the National Guard, or the State Special Transport Service, as well as their family members.

- Citizens with outstanding merits to Ukraine, whose admission to citizenship is in the state interest, and their close relatives.

- Citizens of aggressor states or occupying states who have been subjected to political persecution in their country and have supporting documents.

- Family members of military personnel who died in the line of duty—including spouses, children, parents-in-law, and children of one of the spouses.

- The second spouse of a Ukrainian citizen who served in the military and died or passed away in connection with the performance of official duties.

### Legal context: the law on multiple citizenship

These changes are linked to a new law on multiple citizenship, which was adopted by the Verkhovna Rada on June 18, 2025, and signed by President Volodymyr Zelenskyy on July 15, 2025. The document was supported by 243 People's Deputies.

The law officially regulates cases of multiple citizenship for specific categories of individuals, while within the territory of Ukraine, such citizens are recognized exclusively as Ukrainian citizens. Grounds for loss of citizenship have also been expanded—specifically, for threats to national security or participation in aggression against the country.

### What happens after July 16, 2026?

The SMS emphasized that after the specified date, the opportunity to submit a declaration under the simplified procedure will be lost. This means that the relevant categories of citizens will either have to fully renounce foreign citizenship in the established manner or face potential legal consequences for non-compliance with the law.

Previously, RBC-Ukraine reported that new citizenship rules, which came into force in 2026, simplify the naturalization process for military personnel and their families while simultaneously tightening control over loyalty to the state.
