During a joint press conference with UK Prime Minister Keir Starmer in Kyiv, Ukrainian President Volodymyr Zelenskyy shared his assessment of how long-range sanctions and the deteriorating economic situation in Russia are affecting Moscow's willingness to continue the war. According to the Ukrainian leader, these factors are already beginning to have a tangible effect.

### Russia's Response: Escalation or Pause?

During the event, journalists asked Zelenskyy whether there were any signals from Russia amid the intensification of Ukraine's long-range attacks. The President responded that Russia's retaliatory actions are felt equally everywhere — whether in Kyiv, Odesa, or Kharkiv. He described it as a constant stream of drone and missile strikes that shows no sign of changing.

Zelenskyy noted that Russia is either ramping up the intensity of its attacks on Ukraine or taking a short tactical pause. However, he emphasized that such pauses do not indicate Moscow's intention to change the course of the war or move toward peace. "No, they are preparing," the President stated. He added that while Ukrainians have grown accustomed to this rhythm, the occupiers are receiving a just response for their attacks on civilians.

### Economic Indicators and Resource Shortages

Despite the enemy's aggressive actions, Zelenskyy pointed to indicators suggesting changes within Russia. He identified the shortage of energy carriers, which Russian society is facing following constant Ukrainian strikes on the deep rear, as the primary indicator. The President noted that Russia itself is now forced to import certain goods.

According to the head of state, Ukraine's actions are reducing the amount of financial resources Russia can use for defense and waging war. The logistical blockade has led to a shortage of diesel and gasoline. Zelenskyy is confident that this is beginning to increase the number of people in Russia who want the conflict to end.

### September Forecasts and the Threat to Europe

The President paid special attention to the period following the elections in Russia, scheduled for September. He warned that escalation steps could increase during this time, including a possible large-scale mobilization. However, Zelenskyy did not rule out a readiness for dialogue, noting that the US and Europe strongly desire it.

At the same time, he emphasized the importance of a ceasefire, rather than discussing conditions. "A ceasefire not after conditions, but a ceasefire. And conditions need to be discussed," Zelenskyy summarized.

In conclusion, the President warned of global risks. Citing information that Vladimir Putin might attack other countries if he fails in Ukraine, Zelenskyy stated that in such a case, Moscow would become dangerous not only for Ukraine. According to him, Russia could use ballistic missiles with a range of up to 5,000 km, allowing it to strike any city in Europe.
