### Historical decree and new rules of the game

The head of the Palestinian Authority, Mahmoud Abbas, has officially signed a decree to hold presidential elections. According to information published by the state news agency WAFA, the vote for the leader of the Authority is scheduled for early 2027. Simultaneously, the date for the elections to the Palestinian National Council—the legislative body of the Palestine Liberation Organization—was set for November 1, 2026.

Alongside setting the dates, Abbas approved extensive amendments to the electoral legislation. The reform aims to update the political system: the number of seats in the Legislative Council is increasing to 200. The electoral threshold for parties has been lowered to 1%, which should facilitate entry into parliament for smaller factions. Additionally, the minimum age for candidates has been reduced from 28 to 23, serving as a direct signal to engage youth in the political process.

### External pressure and internal crisis of legitimacy

The decision to hold elections was made against the backdrop of months of intense pressure from the US and Western partners. Western countries demanded fundamental restructuring and democratic renewal of the institutions of the Palestinian National Authority from Ramallah, linking this to issues of funding and political support.

The context of the election announcement is extremely tense. 90-year-old Mahmoud Abbas has been in power continuously since 2005. His official four-year mandate expired 15 years ago; however, the leadership of the Authority regularly canceled or postponed voting, citing various circumstances. Now, after a decade and a half, the question of a change in power has finally received specific deadlines.

### Opposition skepticism: is history repeating itself?

Despite the official announcement of dates, the reaction within Palestinian society is mixed. Opposition forces and independent experts received the decree with deep skepticism. Reminders of the past are inevitable: in 2021, Abbas already announced specific election dates but canceled them a few weeks before the vote. At that time, the reason was the threat of defeat for the ruling Fatah party, which feared losing control over the political process.

Today's decree, despite the external display of democratic intentions, leaves the question of the Authority leadership's real intentions in the air. Is the political elite of Ramallah capable of voluntarily transferring power, and is Abbas willing to risk his position to meet the demands of Western partners and the expectations of his own people?
