# The End of the Paper Chase: How the Lives of IDPs Will Change After the New Law

The Verkhovna Rada of Ukraine has taken a step towards fundamentally changing the support system for internally displaced persons (IDPs). The adopted draft law No. 12301 aims to move away from a formal approach in favor of real assistance to people in difficult life situations. The document changes the rules of the game: now the state will focus on the needs of the individual, rather than the presence of a stamp in a passport.

### Rights Without Registration

One of the most significant innovations is the provision guaranteeing IDPs the full range of constitutional rights and freedoms. According to the text of the law, mandatory registration as an IDP is no longer required for this. As Elena Shulyak, head of the relevant committee of the Verkhovna Rada, noted, special registration requirements will apply in only one case — if a person claims specific benefits or additional state guarantees. This approach is designed to eliminate bureaucratic barriers and prevent possible abuses.

### Abolishing Certificates and Red Tape

The law also provides for the abolition of the traditional certificate of registration. In the future, confirmation of status will be an extract from the relevant state database. Experts and deputies note that this will significantly simplify the process of obtaining state services and reduce citizens' dependence on paper documents, which are often lost or require lengthy processing.

### Targeted Assistance Instead of Formal Payments

A significant reform has also affected financial support. A mechanism for assessing the needs of IDPs is being introduced, which will determine the volume of additional guarantees, including financial assistance for living expenses. According to Elena Shulyak, this will allow a transition from assistance "based on status" to targeted support for a specific family. The state plans to take into account the real needs of displaced persons so that resources are distributed as efficiently as possible.

### Solving the Housing Issue

Housing remains one of the most pressing issues for millions of displaced persons. The new law regulates the activities of temporary accommodation facilities and offers a complex of tools for a long-term solution to the problem. These include preferential loans, the possibility of purchasing housing, renting, and acquiring ownership. Parliamentarians emphasize that the state must offer not just temporary shelter, but real prospects for life.

It was previously reported that for many IDPs, rent has become an unaffordable financial burden. In this regard, the Verkhovna Rada is discussing the development of affordable housing, the creation of social housing, and the legalization of the rental market in order to reduce the tax burden on apartment owners.

### New Concepts and Long-term Strategy

The document clarifies a number of basic definitions, such as "adaptation," "integration," "reintegration," and "place of residence left behind." This is necessary to view internal displacement as a long-term process that includes stages of evacuation, adaptation, integration, and, ultimately, return home.

Alongside the adoption of the law, a mechanism for reserving funds for housing vouchers for displaced persons from temporarily occupied territories has started operating in Ukraine. At the first stage, veterans and people with disabilities can use it, and in the future, the program is planned to be expanded to other categories of citizens.
