The Ukrainian military campaign against Russia's energy infrastructure has entered a phase of unprecedented intensity. Large-scale drone attacks have led to a critical shortage of gasoline within the Russian Federation, forcing authorities to impose strict restrictions on fuel sales in more than half of the regions. Residents are forced to stand in queues for hours, waiting for the opportunity to refuel their vehicles.

### Chain Reaction: From Strikes to Fuel Crisis

The situation in the Russian capital intensified in June when Moscow's only oil refinery became the target of several strikes. Fires resulting from the attacks not only damaged infrastructure but also exacerbated the already acute fuel shortage in the metropolis.

With the start of 2026, the intensity of strikes on Russian strategic objects increased significantly, creating a critical load on the air defense system. Experts note that Kyiv's tactics have evolved: from pinpoint strikes on oil facilities, they have transformed into a broad strategic operation.

Conrad Music, director of the analytical group Rochan Consulting, emphasizes the scale of the changes: "The campaign has evolved from relatively narrow efforts against oil infrastructure into a broader strategic interception campaign aimed at the simultaneous degradation of Russia's energy, logistics, industrial, and export systems".

### Technological Breakthrough and Strategic Errors

Analysts attribute the high effectiveness of Ukrainian strikes to three key factors: a technological breakthrough in the mass production of long-range drones, improved management, and the use of US intelligence data to bypass Russian air defenses.

Ruslan Pukhov, director of the Moscow Center for Analysis of Strategies and Technologies, believes that these successes have shattered the Kremlin's illusion that the war does not affect ordinary citizens. "Putin made another fatal strategic mistake in this war, thinking for some reason that time is only on his side. He failed to force Ukraine to capitulate, but gave them enough time to develop mass production of 'deep strike' drones," the expert noted.

### Strike on Lukoil and Isolation of Moscow

By the end of June 2026, Ukrainian drones had already struck eight of the ten largest oil refineries (ORs) in Russia. This significantly undermined the total volume of oil refining in the country.

The next important stage of this strategy was the strike on the night of July 2 on Lukoil's refinery in the city of Kstovo in the Nizhny Novgorod region. As a result of the attack, a powerful fire broke out at the enterprise. This facility was of strategic importance, as the "Lukoil-Nizhnekamsknefteorgsintez" plant was one of the main fuel suppliers for Moscow.

According to experts and media reports, Ukraine's actions have effectively disabled the last two refineries supplying the capital region, gradually cutting off Moscow from energy supplies.

### Political Deadlock and Escalation

Despite serious problems in the rear, Vladimir Putin shows no readiness for negotiations. According to sources, Moscow is demanding massive concessions from Kyiv from the US, and real dialogue is unlikely to resume before February of next year.

Parallel to this, the Russian leader has ordered troops to fully capture the Donetsk region by the end of the current year. Russia's ground offensive is accompanied by intensified air terror: the total number of missiles and drones launched against Ukraine has exceeded 5,000 per month since February.
