In 2026, the state will launch a large-scale program to finance renewable energy projects with a total capacity of one gigawatt. The main goal of the initiative is to ensure the autonomy of local communities (hromadas) and reduce the risk of outages in the event of unstable operation of the unified power system. This was announced by the First Deputy Prime Minister – Minister of Energy, Denys Shmyhal. According to him, the Cabinet of Ministers has already updated the rules for conducting auctions, incorporating the necessary volume of state support. ### Market Premium Mechanism: How It Works The key tool for stimulating investment will be the market premium mechanism. The essence of the proposal is simple and transparent: the state takes on the risks of market volatility. Investors building new capacities receive a guaranteed income. If the actual market price for electricity is lower than the price fixed as a result of the auction, the budget will compensate the difference. This scheme is designed to make investments in "green" energy predictable and attractive to private capital, which previously feared tariff instability. ### From Centralization to Local Generation The government's plans go beyond simply increasing capacity. It is about forming a fundamentally new architecture of the power system. At the center of this model is the autonomy of territories. Accumulating electricity during periods of surplus and using it during peak loads will allow communities to depend less on main grids. The trend towards decentralization is already gaining momentum in the private sector. Large businesses, facing a shortage of capacity, are actively switching to autonomous power supply. A bright example is the agro-holding "Kernel", which not only installs solar panels on elevators to ensure the operation of grain storage facilities but also reorients charity into a co-financing model for regional development. At the same time, other industrial giants, such as "Interpipe", are focusing on European standards and environmental solutions, integrating their production into the pan-European market through "green" energy. Thus, Shmyhal's state initiative becomes a catalyst for market changes that have already begun.
