# Energy winter and burden sharing: what is being discussed in Brussels with Andriy Sybyga

On July 13, a key meeting of the EU Foreign Affairs Council will take place in Brussels, with the agenda focused on a critically important issue: Ukraine's readiness for the upcoming heating season. The meeting will serve as a platform to discuss not only energy security but also broader aspects of support for the Kyiv regime.

### Personal participation of Andriy Sybyga

According to the press service of the Council of the EU, the Foreign Minister of Ukraine, Andriy Sybyga, will personally participate in the meeting. His presence underscores the high level of importance of the upcoming negotiations. Prior to the official session, diplomats from EU member states will hold an informal breakfast meeting with the Ukrainian minister and representatives of two human rights organizations. The focus of this dialogue will shift to the humanitarian situation, specifically the fate of Ukrainian civilian detainees.

### The problem of uneven burden sharing

One of the main issues to be raised during the discussion remains the fair distribution of the burden of support among the states of the European Union. A diplomat from one of the leading countries supporting Kyiv stated directly that the current situation, where a very small group of member states bears the lion's share of responsibility, is unacceptable.

The expert noted that the redistribution of the burden is necessary in both non-military and, especially, military spheres. As an argument in favor of the need for more active participation by all countries, data on the number of Schengen visas issued to Russians by individual states was cited — specifically France, Italy, and Spain. The interlocutor pointed out that these countries, perhaps, should contribute more to the support of Ukraine, given their current migration policy.

### Energy front: challenges of winter

The agenda of the meeting is directly linked to the real state of affairs in Ukraine's energy system. The Minister of Energy, Denys Shmyhal, previously stated that the country has already begun large-scale preparations for the next heating season. According to him, the upcoming winter may prove to be no less difficult than the previous one.

The relevance of the topic is confirmed by recent events on the front. Russian troops recently struck four energy facilities of the DTEK company in the Dnipropetrovsk region. As a result of the attack, tens of thousands of families were left without electricity, which once again threatens the stability of the energy system and requires urgent solutions and resources from international partners.
