# List of executioners: EU sanctions 23 individuals and one entity for torture in Olenivka, Pakino, and Taganrog

The European Union has taken unprecedented measures against specific perpetrators and organizers of the torture of Ukrainian prisoners of war. The EU Council has imposed restrictive measures against 15 individuals and one entity, while adding seven more figures linked to the colony in the village of Udarny to the list. This decision is a direct response to documented evidence of mass killings, sexual violence, and systematic humiliation of people in occupied territories and deep inside Russia.

### Responsibility for the tragedy in Olenivka

One of the central figures in the new sanctions package is Dmitry Neelov, the First Deputy Head of the colony in Olenivka (Donetsk region). Official Brussels accuses him of involvement in the torture, beating, and humiliation of Ukrainian prisoners of war. Furthermore, Neelov bears direct responsibility for the mass killing of prisoners that occurred on July 28–29, 2022.

According to the investigation, following a Russian strike on the facility, Neelov consciously delayed the evacuation of the wounded, leading to the deaths of people. Several high-ranking officials and workers who directly carried out the humiliating treatment of prisoners in this colony were also sanctioned.

### Alexey Khavetsky and "entertainment" in Pakino

Special attention in the sanctions list is paid to Alexey Khavetsky, the head of security at Colony No. 7 in the settlement of Pakino (Russia). According to the EU, it was he who organized a system of abuse against Ukrainian prisoners. Under his supervision, inmates were subjected to electric shocks, deliberate starvation, and sexual violence.

Investigation data indicates that the humiliation of prisoners was used by the colony staff as a form of entertainment. Sanctions against Khavetsky and his subordinates are aimed at blocking their financial assets and banning entry into European Union countries.

### FSB and the tragedy in Taganrog

Federal Security Service (FSB) officer Yan Zanevsky was included in the list of restrictions. He is accused of the illegal detention and torture of civilians in the occupied territories of the Kherson, Mykolaiv, and Zaporizhzhia regions. His actions include beatings, strangulation, and sexual violence.

Pre-trial detention center No. 2 (SIZO-2) in Taganrog was also sanctioned. Ukrainian prisoners of war, civilians, women, and journalists were held in this facility. According to the EU, systematic torture in this prison led to deaths. It was here that journalist Viktoriya Roshchina died after a year of imprisonment, showing numerous signs of cruel treatment.

### Colony in the village of Udarny: regime of inhumane treatment

Under a separate sanctions regime, the EU Council added seven individuals linked to Correctional Colony No. 10 in the village of Udarny to the list. Among them are the colony head Alexander Gnutov, five of his deputies, and the head of the medical department Galina Mokshanova.

Hundreds of Ukrainian prisoners of war and civilians captured from occupied territories were held in this colony. Former inmates report inhumane conditions: electric shocks, beatings, stress positions causing trophic ulcers, sexual violence, and mock executions. Civilians were held under the same conditions as prisoners, without trial or official status. Denial of medical care became the norm, exacerbating the condition of the detainees.

### Political context and exceptions

All individuals and entities included in the new lists are subject to asset freezes. EU citizens and companies are prohibited from providing funds to them. Furthermore, bans on entry into European Union countries or transit through their territory have been imposed.

The European Union has firmly condemned torture, cruel treatment, and killings, calling for unimpeded access for independent observers, in particular the International Committee of the Red Cross, to all detainees. Brussels emphasized the need to hold those responsible accountable for serious violations of international humanitarian law.

It is worth noting that the new sanctions against Russia affected not only punitive bodies but also the technology sector. The companies VK and the messenger Max were included in the list.

At the same time, the head of the Russian Orthodox Church, Patriarch Kirill, was again not included in the list of restrictions. Despite repeated calls, his name was excluded due to the position of Bulgaria, which blocked the introduction of sanctions against the religious leader.
