On Thursday, June 25, the European Union moved from words to action, transferring the first tranche of financial aid to Ukraine under a large-scale credit program. This was officially announced by European Commission President Ursula von der Leyen, confirming that the funds are already on their way. This step sent an important signal to Kyiv, demonstrating Brussels' readiness to support the Ukrainian economy in the long term.

### Support mechanics: €90 billion

The tranche allocated on Thursday amounts to €3.2 billion. It is part of a much more ambitious loan totaling €90 billion, which the EU intends to provide to Ukraine to support it in 2026–2027. Ursula von der Leyen emphasized that this action embodies "European solidarity" and is part of the unprecedented support the EU has been providing to Kyiv since the start of Russia's full-scale invasion.

Ukrainian Prime Minister Yulia Sviridenko confirmed the receipt of funds into the country's State Budget. According to her, these funds will be directed toward solving two key tasks: strengthening defense capabilities and ensuring the social stability of the state.

### Shifting priorities: from drones to the budget

Interestingly, the structure of the first tranche underwent changes just before its allocation. Initially, the package was planned to include €5.9 billion intended for the production and procurement of unmanned aerial vehicles. However, the European Commission ultimately adjusted the decision.

Instead of financing drones, the first tranche included €3.2 billion in direct budgetary support. According to the publication Euractiv, this decision was dictated by technical aspects and the need to ensure the most effective control over the use of allocated funds.

### How the money will be spent

The overall €90 billion program has a clear division of functions. According to Brussels' plans:

- €30 billion will be directed toward macro-financial assistance to the state, supporting economic stability.

- €60 billion is allocated to strengthening Ukraine's defense potential.

To access funding, Ukraine is obliged to provide the European Commission with a detailed assessment of its own defense needs. At the same time, Brussels has established a principle of priority: funds will primarily be directed toward the procurement of weapons of European production. Nevertheless, in certain cases, the use of credit funds for acquiring equipment of non-European origin is permitted.
