Satellite imagery records a massive relocation of Russian air defense systems. A significant portion of anti-aircraft complexes, which have protected strategic facilities in the Far North for decades, is disappearing from their positions. Instead, they are appearing in regions where attacks by Ukrainian drones have intensified. This process indicates a fundamental review of Russian military doctrine in response to the new realities of war.

### The Arctic is Emptying

According to the publication "Radio Liberty," the Kremlin has withdrawn S-300 and S-400 systems from several key facilities in the Arctic region. Approximately 60% of Russian anti-aircraft complexes of these types have been removed from deployment sites they occupied before the start of the invasion of Ukraine in 2022. The disappearance of the equipment has been recorded in satellite photographs showing empty specially constructed pads.

The restructuring is particularly noticeable in the area of the "Rogachevo" airbase on the Novaya Zemlya archipelago, where a large part of the air defense assets were withdrawn from the missile base. A similar situation is observed in Severodvinsk on the White Sea — a city where shipyards for building and repairing nuclear submarines are based. Here, several facilities that were protected for decades are now left without cover. Satellites have recorded the disappearance of about two dozen S-300 and S-400 systems throughout the city.

### Changing Priorities: From the Arctic to Refineries

The air defense systems vacating Arctic positions are not disappearing without a trace. They are being redeployed closer to probable targets for Ukrainian drone attacks. A striking example is the Saratov region in southwestern Russia. Satellite images show how multiple rocket launch systems have appeared on a previously empty field near the Saratov Oil Refinery (NPP). Since the beginning of 2025, this facility has repeatedly become a target of strikes.

Air defense units have mainly retained their positions only around Russian nuclear missile silos and strategic bomber airfields. This indicates that Moscow is reallocating resources, leaving facilities that are less prioritized in terms of current threat without protection.

### Expert Assessment: Growing Imbalance

Katarzyna Zysk, a professor at the Norwegian Institute of Defense Studies, notes that the observed changes create a "growing mismatch between the targets Russia needs to protect and the launchers, interceptors, and trained personnel it has available."

In the expert's opinion, this does not mean that strategic facilities in the north are left completely defenseless. However, it implies that Russia does not expect a large-scale attack in the region and believes it can reduce defense density there without significant risk. Zysk also points out that the conflict has revealed the vulnerability of stationary targets to drones, and the future may bring a transition to a "more dispersed, multi-layered model" of protection.

### Range of Strikes: The Verdict on Remoteness

The reason for the defense restructuring is the proven effectiveness of Ukrainian drones over huge distances. As The Telegraph writes, Ukrainian drones successfully traversed 2,400 kilometers of Russian territory to strike the Omsk Oil Refinery in Siberia. This event became, in essence, a verdict for Russian air defense, demonstrating that remoteness from the front line no longer guarantees safety.

Strikes continue to hit infrastructure. On the night of July 14, Ukrainian defenders successfully attacked one of the largest oil refining and petrochemical complexes in Russia in the city of Salavat. This was the last major petrochemical facility that had not yet been subjected to attacks this year. Moscow currently has no immediate solution to this problem.
