# Fines and Deductions: Pensioners in Ukraine Reminded of Strict Rule for Returning Overpayments

Recipients of pensions, subsidies, and other social benefits in Ukraine have been reminded of an important administrative rule, the violation of which has already led to financial losses for many citizens. The Main Department of the Pension Fund of Ukraine (PFU) in the Volyn region has clarified the procedure for notifying authorities about changes in life circumstances that directly affect the amount of state benefits.

### The Ten-Day Rule

The key requirement, which is often forgotten, concerns the deadlines for informing the authorities. Recipients of payments are obliged to report any changes that could affect the appointment or amount of the benefit no later than 10 calendar days after they occur. Ignoring this deadline entails serious financial consequences.

According to the department's clarifications, an application to the Pension Fund is necessary upon the occurrence of the following events:

- Death of the recipient or a family member on whom an allowance was accrued;

- Change of place of residence;

- Change in marital status (marriage, divorce, separate residence);

- Acquisition of the right to another pension or payment.

### How Overpayments are Recovered

If a citizen fails to report factors that reduce their right to payment and receives funds in excess of the allowance, the resulting debt is subject to repayment. The Pension Fund's algorithm of action in such a situation is strictly regulated.

First, the recipient is sent a notification offering to voluntarily pay off the debt by transferring the overpaid amount to the fund's account. If voluntary repayment does not take place, the PFU decides on forced recovery.

In this mode, the overpayment is deducted monthly from the current pension, subsidy, or other social benefit. The amount of such deductions can reach 20% of the monthly allowance. Deductions will continue until the debt is fully paid off.

### New Allowances and Reforms

Alongside payment control, the Pension Fund is informing about new opportunities for certain categories of citizens. In particular, mothers with many children in Ukraine may be eligible for a separate pension allowance for special merits to the state. To do this, one must give birth to and raise at least five children to the age of six.

The amount of this additional payment varies from 35% to 40% of the subsistence minimum, depending on the number of children. This payment can be arranged exclusively by personally visiting a Pension Fund branch.

### Prospects for the Pension System

At the state level, work on modernizing pension policy continues. The Cabinet of Ministers is preparing a major overhaul of the system, which provides for a transition to a three-tier payment model: solidarity, professional, and accumulative.

Authorities assure that raising the retirement age is not planned. However, stricter requirements for insurance service are expected, which will become one of the key conditions for appointing full payments in the future.
