# Fines for errors in utility bills: Ukraine proposes strict penalties for utility providers

A draft law has been registered in the Verkhovna Rada of Ukraine that could radically change the approach to the liability of utility services. The document, assigned number 15435, proposes introducing serious financial sanctions for service providers and management companies for errors in cost calculations.

### Liability for incorrect calculations

The essence of the initiative is to force suppliers and managers of multi-apartment buildings to bear responsibility for inaccurate calculations and violations of legislation when forming tariffs. If an error in charges for any period is found in a consumer's bill, the supplier company will be obliged to fully compensate for the damage caused.

However, legislators do not limit themselves to a simple refund of the overpayment. In addition to compensation, dishonest suppliers will have to pay the consumer an additional monetary fine. The amount of this payment will be equal to the difference between the erroneously charged amount and the actual cost of services.

### Limitations on penalty sanctions

To avoid disproportionate punishments, the draft law provides an important limitation. The maximum fine amount cannot exceed ten times the actual cost of services for the period in which the error was made. Thus, legislators are trying to find a balance between protecting consumer rights and the financial stability of utility enterprises.
