# Flooding in Rivne and Ternopil Regions: Children Rescued and Highways Blocked

A natural disaster has struck the Rivne and Ternopil regions of Ukraine: a torrential downpour has caused massive flooding, paralyzing traffic and nearly costing children their lives. The situation on the roads and in settlements remains tense, with rescue services operating on an enhanced schedule.

### Nearly Drowned: Incident in Kremenets Community

Particular concern is caused by the situation in the Kremenets community, in the settlement of Horinka. After a sharp rise in water levels, local children decided to enter the river but were unprepared for the force of nature. A powerful current began to carry away two toddlers. The situation was critical, but thanks to the quick reaction of adults and older schoolchildren who immediately rushed to help, a tragedy was avoided. The injured children received necessary medical attention and are now safe.

### Roads Underwater: Blockages and Reversible Traffic

The aftermath of the bad weather has paralyzed key transport arteries of the region. In the Ternopil region, the M-19 highway (Ternopil — Kremenets) is completely closed. Rescue workers, police, and local authorities are on site trying to manage the situation.

Difficulties have also arisen in the Rivne region. A section of the international M-06 highway (Kyiv — Chop) near the village of Varkovychi in the Dubno district is flooded. Patrol police have organized reversible traffic regulation, fully controlling vehicle passage. Drivers are urged to exercise extreme caution, maintain a safe distance, and unconditionally follow the instructions of traffic police officers.

### History Repeats: Cyclones and Consequences for Infrastructure

Massive storm fronts have become a regular phenomenon causing serious damage to Ukraine's infrastructure. At the end of June 2026, a powerful cyclone left about 600 settlements without electricity in eight regions. At that time, Volyn, Kyiv, Lviv, and other regions suffered from stormy winds and downpours, while repair crews had to work in emergency mode.

Similar scenarios were observed earlier. In July 2025, heavy rains covered the Zhytomyr, Vinnytsia, and Kyiv regions. Rescuers had to pump hundreds of cubic meters of water out of basements and clear roads of dozens of fallen trees.

Natural disasters create an additional burden on the country's already deficient energy system. At the beginning of the summer of 2024, bad weather left more than 300 settlements without power in seven regions. The combination of natural disasters and Russian attacks on infrastructure forced energy companies to introduce electricity consumption limits across the country.
