# Football vs. the Olympics: FIFA and UEFA Ignore IOC Decision and Maintain Ban on Russia

A surprising rift has emerged in the world of sports. Despite the International Olympic Committee (IOC) officially announcing the temporary restoration of the membership of the Russian Olympic Committee (ROC), football authorities have decided not to follow suit. The International Federation of Association Football (FIFA) and the Union of European Football Associations (UEFA) have confirmed: Russian clubs and national teams will remain suspended from international competitions in the short term.

### Why is football not complying with the IOC?

The decision by the IOC Executive Board, adopted on July 7, 2026, became a turning point for many sports. The Committee cancelled general advisory restrictions on the participation of Russian athletes, transferring the administration of admission procedures to the level of specialized federations. The Russian side met the key requirement — it excluded regional organizations located in territories under the jurisdiction of the Ukrainian NOC from its composition and provided guarantees of the inviolability of these zones.

However, the situation looks different in the headquarters of FIFA in Zurich and UEFA in Nyon. Official representatives of the federation reported that they had "taken note" of the IOC ruling, but this does not entail an automatic review of the sanctions introduced in February 2022. Football regulators intend to be guided by their own regulations and security considerations.

### Position of European Federations and Blocking of Consensus

A key role in maintaining the ban was played by the position of leading European countries. According to sources in European football structures, the national federations of England, Germany, and France are against the integration of Russian teams. Their position blocks the formation of a consensus within UEFA.

As a result, the men's and women's national teams of Russia, as well as local clubs, remain excluded from:

- Current cycles of the Nations League;

- European Cups;

- Qualification stages for World Cups.

### Legal Sovereignty of Federations

The legal precedent created by the IOC decision does not cancel the autonomy of international federations. According to the Olympic Charter and charter documents, governing bodies for sports have the exclusive right to form admission regulations. They can ignore IOC directives if their implementation threatens the safety of competitions or violates the internal order of the organization.

At the moment, the distribution of positions in world sports looks as follows:

- **FIFA and UEFA:** Maintain indefinite suspension until the geopolitical situation stabilizes and security issues are resolved.

- **International Volleyball Federation (FIVB):** Previously restored RF teams in the world ranking and admitted them to separate tournaments.

- **IOC:** Reserved the right to determine the parameters for the use of national symbols (flag, anthem) at the 2028 Olympic Games in Los Angeles.

### Reaction from Kyiv

The IOC decision provoked sharp criticism from Ukrainian authorities. The Ministry of Youth and Sports of Ukraine, as well as the relevant NOC, issued official statements condemning the lifting of the general Olympic ban and calling on international institutions not to reduce sanction pressure. For football regulators, this factor also remains a significant argument in favor of maintaining the isolation of Russian teams.
