On June 29, 2026, the French Senate made a historic decision, finally ratifying the bill regulating the "ultra-fast fashion" industry. This legislative act, the result of two years of inter-chamber debates, aims to restrict the activities of international online platforms such as Shein, Temu, and AliExpress, introducing unprecedented measures to protect the national economy and the environment.

The document, which underwent rigorous legal review for compliance with European Union legislation, introduces a complex of restrictive measures, including a ban on advertising campaigns and progressive financial levies. The initiative gained support against the backdrop of the textile industry accounting for up to 10% of global CO2 emissions, as France seeks to minimize this harm in accordance with EU Directive 2008/98/EC on waste.

### Who is in the crosshairs: criteria and exceptions

The legislation clearly distinguishes between the concepts of "ultra-fast fashion" and traditional mass-market. Regulation applies exclusively to platforms meeting two key criteria: daily volume of assortment updates (number of new items) and maintaining retail prices below a set indicative minimum.

It is important to note that traditional European retail chains with physical branches are excluded from the scope of the law. Such giants as Zara, H&M, Primark, and Uniqlo are exempt from the new restrictions. This decision is justified by the need to protect domestic employment in the French textile retail sector, which has lost about 20% of its outlets over the last decade.

### Economic mechanism: from fines to the environmental fund

The main tool of pressure on "ultra-fast fashion" operators will be the introduction of penalty sanctions, called environmental levies. The economic mechanism of impact is calculated for a gradual tightening of conditions:

- **Starting level (2026):** the levy will range from 0.25 to 6 euros for each unit of imported products.

- **Maximum level (by 2030):** the levy will increase to 10 euros per unit, and in certain categories may reach 20 euros.

At the same time, the total amount of the duty is limited by an upper limit of 50% of the original cost of the goods before VAT payment. Accumulated funds will be directed to a targeted fund for subsidizing national enterprises specializing in the collection, sorting, and recycling of textile waste.

In addition to financial sanctions, operators are required to integrate warnings about the environmental footprint of production into the website interface. Buyers will see information about the carbon and water footprint, as well as recommendations for repairing and reusing items.

### Ban on advertising and influencer marketing

One of the most controversial provisions of the bill is the ban on direct and indirect advertising of "ultra-fast fashion" brands. Restrictions will come into effect at the turn of 2026–2027 and apply to all promotion channels, including commercial integrations involving influencers and bloggers on social networks.

Violations of this regulation are subject to administrative fines of up to 100,000 euros for individuals and legal entities. While marketing activity is permitted for European retailers within the general EU rules, ultra-fast fashion platforms will face a complete ban.

### International risks and market reaction

The legal service of the French State Secretariat for Small and Medium Enterprises, headed by Minister Serge Papen, is coordinating the legal assessment of the document with the European Commission. However, representatives of the Shein platform have already told Reuters that a number of provisions of the French law may contradict the pan-European Digital Services Act (DSA) and the principles of functioning of the EU single market.

An additional factor of pressure on the import of low-value goods is the temporary customs duty of 3 euros introduced in the EU on July 1 for parcels costing up to 150 euros. The combination of these measures signals that the era of unlimited cheap imports in Europe is coming to an end.
