# Free Healthcare in Ukraine: How the Inpatient Care Program Works in 2026

Since the beginning of 2026, more than 1.48 million Ukrainians have received inpatient medical care without surgical operations — and all of it for free. These figures were announced by the National Health Service of Ukraine (NHSU), highlighting the scale of the implementation of the Medical Guarantees Program.

### What is included in the "Inpatient Care" package?

The program covers patients who require hospitalization and round-the-clock medical supervision. Upon admission to the hospital, a doctor conducts an initial examination, prescribes necessary tests and treatment — all at the expense of the state.

Important: not only medications and procedures are provided free of charge, but also instrumental diagnostics — from ultrasound to MRI, as well as nutrition during the stay in the hospital.

### Where can you get help?

According to NHSU data, services under this package are provided by 804 medical institutions across the country. Since the beginning of the year, the service has already paid for such services totaling more than 12.8 billion hryvnias — this testifies to the high demand for the program and its real operation on the ground.

### What to do if they ask for money?

NHSU reminds: if a hospital demands payment for an examination or treatment included in the Medical Guarantees Program, the patient has the right to contact the contact center at number 16-77 or file a complaint through the official website of the service. Violations are recorded and investigated.

### Legislative changes: strict sanctions for violations

Previously, RBK-Ukraine wrote about a draft law that proposes to tighten punishment for the illegal collection of money from patients for services, medicines, and products that should be provided free of charge. For such actions, fines, probationary supervision, or even imprisonment may be introduced — if the consequences were serious.

Natalia Husak, Head of NHSU, told RBK-Ukraine in an interview how the Medical Guarantees Program works in 2026, and emphasized that the accessibility of quality care is a priority of the healthcare system.
