# From September 1, 2026: How school meals in Ukraine will change and how much funding each community will receive

Starting September 1, 2026, a large-scale reform of school meals will be launched in Ukraine. The Cabinet of Ministers has approved a decision that all students in communal schools will receive free hot meals, regardless of grade level, provided they are studying in a full-time or blended format. This applies to students from grades 1 through 11 (12).

According to the Ministry of Education and Science of Ukraine (MESU), to implement this program between September and November 2026, the state will allocate more than 7.4 billion hryvnias in subsidies to local budgets.

### Financial model and regional specifics

Minister of Education and Science Oksen Lesnoy emphasized that the state is allocating resources in advance to ensure meal accessibility for all those in need. The state assumes responsibility for financing the cost of a single hot meal. This approach will be uniform for all communities, regardless of region and the model of meal organization.

However, there are exceptions for certain frontline oblasts where support from the United Nations World Food Programme (WFP) is active. In these regions, meals for primary school students will be funded through a mixed scheme: 35 hryvnias will be covered by the state subsidy, and an additional 15 hryvnias by the WFP program.

When distributing funds, officials took into account numerous factors: the number of students studying in full-time or blended formats, the number of school days, attendance coefficients, the cost of meals, and the specifics of meal organization in each specific community.

### New rules for organizing meals during wartime

The government has also updated the rules for organizing school meals during the martial law period. If there are not enough seats in the school cafeteria, students will be able to eat in other premises of the educational institution. Such zones include classrooms, recreational areas, assembly halls, as well as shelters during air raid alerts.

The MESU clarified that permission to use alternative premises is valid only with strict adherence to sanitary requirements. This includes:

    - Adherence to the meal schedule;

    - The ability for students to wash their hands;

    - Proper cleaning and ventilation of premises;

    - Safe transportation of ready-made dishes;

    - Proper handling of food products.

Requirements for safety and meal quality remain unchanged.

### Modernization and digitalization

The changes imply the introduction of systematic monitoring of meal organization. This will allow for more accurate planning of financing and taking into account the real needs of communities. Furthermore, with the support of the European Union Anti-Corruption Initiative in Ukraine (EUACI), digital tools are being developed. Their goal is to help reduce food prices and the cost of catering services in schools.

According to the MESU, the modernization process is already in full swing. Currently, about 20% of school kitchen units have been updated from the total need. State subsidies have already been used to update 157 kitchen units, and another 84 projects are at the implementation stage. More than 1,500 school cafeterias have been modernized using local budgets and support from international partners.

The school meal reform in Ukraine includes not only the expansion of free lunches but also the construction of kitchen factories, training school cooks according to new standards, and the introduction of healthy eating habits. Currently, free hot lunches are received by students in grades 1–4 and schoolchildren from frontline regions, and from September 1, 2026, the program will become universal for communal schools.
