# Fuel crisis in Sevastopol: how QR codes and limits save the city from shortage

Sevastopol is returning to a rationed fuel distribution regime. Starting Saturday, June 27, 2026, commercial sales of gasoline and diesel at city gas stations will resume, but under strict control. Acting head of the city administration, Mikhail Razvozhayev, confirmed that gas stations will operate under a special temporary regulation, including digital identification of buyers and strict quantitative limits.

### New rules of the game: QR codes and 20 liters

The city administration has decided to introduce strict measures to prevent uncontrolled depletion of fuel and lubricants. Now, not everyone who arrives with an empty tank will be able to refuel. The following distribution parameters have been introduced:

    - **Digital verification:** Fuel sales to individuals are possible only after scanning personal QR codes. These codes are generated through the regional segment of the state services portal, allowing authorities to track the volume of fuel requested.

    - **Strict limit:** A maximum single refueling volume of no more than 20 liters has been set for one vehicle. This restriction aims to distribute available resources as widely as possible among the population.

    - **Priority for special transport:** Ambulances, EMERCOM vehicles, municipal utility vehicles, municipal passenger transport, and Ministry of Defense of Russia vehicles are refueled without queuing. Exceptions apply to them: no volume limits and no need to present digital codes.

### Causes of the crisis: from logistics to infrastructure

The introduction of restrictive measures in the retail market of Crimea was a reaction to a chain of events that disrupted the logistics supply chain of the peninsula. The disruption of the supply rhythm is related to damage to elements of the transport infrastructure of the Kerch crossing and key nodes of railway communications. This led to a temporary suspension of the transit of bulk liquid cargo from the mainland part of Russia.

The situation was exacerbated by the degradation of storage capacity. As a result of a series of external impacts, major oil depots and transshipment terminals were partially put out of operation both on the peninsula itself and in the adjacent areas of the Krasnodar Krai. Panic demand from car owners, fearing a complete lack of fuel, led to the accelerated exhaustion of operational reserves of commercial networks.

Local authorities emphasize that the introduced rationing regime is a preventive step. It is expected to remain in effect until alternative land supply routes stabilize. Under the legislation on martial law currently in effect on the peninsula, local executive authorities are empowered to introduce temporary restrictions on the turnover of essential goods, including strategic types of energy raw materials.
