# The Future of Ukrainians in the EU: Cyprus Outlines Options for Restricting Men of Conscription Age

In Brussels, during a meeting of the EU Council on Home Affairs, intense discussions unfolded regarding the future status of Ukrainian refugees. A key item on the agenda was the review of conditions for temporary protection, specifically the possibility of excluding men of conscription age from this category.

### Cypriot Diplomat on the Current Status of Negotiations

Upon arriving at the meeting, Cyprus's Deputy Minister of Interior for Migration, Nicolas Ioannides, gave comments to journalists, clarifying the situation. He confirmed that there are currently several ideas regarding how to change the rules for refugees from Ukraine, however, the adoption of any final decisions is not yet expected.

Responding to a direct question about whether men of conscription age would be deprived of the right to temporary asylum, Ioannides emphasized that the process is at the discussion stage. According to him, the goal of the current meeting is not to draft a ready-made document, but to exchange opinions between member states.

"We have not yet made any decision, and that is why we are here today to discuss various views. Again, no decisions will be made, but at least member states will express their opinion, and we will see how this will move forward," noted the Cypriot representative.

### Option for Geographic Delimitation

In addition to the age factor, another controversial issue has been raised on the agenda — the introduction of criteria for granting asylum based on geographic delimitation. Such a practice is already applied in Switzerland, and now European officials are considering the possibility of adapting this mechanism.

Nicolas Ioannides reported that this issue was specifically included in the agenda so that participating countries could listen to each other and exchange ideas. The result of the discussion should be recommendations for the European Commission on the document it plans to publish.

"So, perhaps this is one of the ideas, and we would like to listen to other countries as well," added the Deputy Minister, pointing out that the process of forming new policy is in its initial stage.

### Who Will Be Affected by the New Rules

The European Union plans to extend the validity of the temporary protection mechanism for Ukrainian refugees after March 2027. However, according to current plans, significant restrictions may be introduced for men of mobilization age.

An important clarification voiced in the European Commission is that the probable new rules will not have retroactive effect. This means that Ukrainians who have already obtained temporary protection status will not lose it. Thus, according to Eurostat data, more than 1.5 million Ukrainian male refugees already in EU countries will retain their current status regardless of the outcome of future negotiations.
