# Gasoline under fire: how the Sumy region is building a fuel supply system

Amid ongoing hostilities and regular shelling, ensuring the uninterrupted operation of life-support infrastructure has become a critically important task. In the frontline Sumy region, where the risk of attacks remains high, local authorities, together with the business community and security forces, have developed a new mechanism for the stable supply of fuel to the region.

A key element of the new strategy is the simplification of bureaucratic procedures for deploying mobile refueling complexes. This will allow for the rapid replacement of stationary station capacities in the event of damage and guarantee the availability of fuel for emergency services and the population.

### A united front: authorities, business, and security forces

To address the problem, a large-scale coordination meeting was held. Owners of fuel networks, heads of local communities, heads of district military administrations, as well as representatives of the State Emergency Service, the National Police, and regulatory bodies joined the discussion on the operation of gas stations under conditions of increased risk.

Participants of the meeting concluded that the stable operation of gas stations is a matter not only of economics but also of security. It is the availability of fuel that determines the continuity of emergency services and the viability of frontline communities.

### New safety standards at gas stations

During the working meeting, clear recommendations were formulated for responsible services and businesses to strengthen the protection of facilities. In particular, the following mandatory measures were identified:

- Equipping shelters for staff and visitors at all stations where they are currently missing.

- Strengthening the engineering protection of facilities.

- Providing employees with necessary personal protective equipment.

- Timely information on threats and conducting regular drills for personnel on actions in emergency situations.

In addition, market operators received a direct instruction to maintain necessary fuel reserves for the needs of the region to exclude shortages at critical moments.

### Market reaction to escalation

The issue of safety at refueling complexes is acute not only in the Sumy region. The security situation in the country is forcing large networks to review their operating modes. Thus, as of July 1, 2026, the WOG network of gas stations introduced a special operating mode in seven regions of Ukraine, providing for the closure of stations at night.

The issue became particularly acute on the night of July 2, when the company was forced to urgently close all its gas stations in Kyiv and the Kyiv region. This decision was made to ensure the safety of staff and customers against the backdrop of a high risk of massive shelling.
