# Digital Sovereignty: Russian Civil Servants to Be Banned from Foreign Messengers by 2030

Russia has launched a large-scale digital transformation process for the public sector. The Russian government has approved a strategy for the complete transition of government employees to domestic communication services. According to a new decree published on the legal acts portal, by 2030, the share of work communications via national platforms must reach 100%.

### Full transition to the 'Max' platform

The key element of the new strategy will be the implementation of a multifunctional information exchange service based on the 'Max' messenger. The document stipulates that by the set deadline, all work correspondence, calls, and file exchanges between civil servants must be conducted exclusively through this system.

The development of the platform is being carried out as part of tasks to improve service accessibility and create a secure digital environment. The official goal of the initiative is to ensure the confidentiality of transmitted information and create comfortable conditions for the use of information technologies in public administration.

### Isolation from global app stores

The course towards digital independence is confirmed by the actions of domestic service developers. It was previously reported that the 'Max' messenger and the VK app were removed from the global Google Play and App Store app stores. The disappearance of these programs from Android and iOS catalogs effectively means that their further development and distribution will be oriented exclusively towards the domestic market and specialized Russian platforms.

Thus, by 2030, Russia's state communication infrastructure will be completely isolated from foreign analogues, which will become an important stage in the implementation of the digital sovereignty policy.
