The Ministry of Education and Science of Ukraine has summed up the results of a large-scale competitive selection, under which 51 vocational colleges across the country will receive financial development support of up to 250 thousand hryvnias each. The project is implemented by the National Development Institution with financial support from international partners, including the European Union, Germany, Poland, Estonia, and Denmark as part of the Skills4Recovery multi-donor initiative.

### Context and Scale of the Competitive Selection

The initiative aims to scale up improvements in the vocational pre-higher education system and support the replication of proven approaches by educational service providers. A total of 263 applications were submitted for the competition from 181 educational institutions across various regions of Ukraine. The winners are 51 colleges that demonstrated the most well-developed and promising development strategies.

### Six Key Funding Areas

The funds allocated by international partners can be directed by the colleges toward six strategic areas. Institutions showed particular interest in cooperating with business. Specifically, funding will target joint projects with employers, professional development of educators and industrial training masters, creation of an inclusive educational environment for people with disabilities, digitalization of educational services, and enhancing the availability of online learning.

### Labor Market Integration and Institutional Autonomy

Furthermore, grant funds will support better integration of graduates into the labor market through the development of career centers and self-employment support, as well as ensure the autonomy of vocational pre-higher education institutions to shape a new identity and repositioning. The implementation of all selected projects will continue throughout October and November 2026.

### Prospects of Vocational Education Reform

This initiative harmoniously complements large-scale state transformations in education. It is worth recalling that earlier the Verkhovna Rada adopted a law on professional education laying the foundation for profound changes, and in early October 2026, the Cabinet of Ministers approved a new vocational education standard, opening up new opportunities for both students and college teachers.
