The Ukrainian defense sector has found itself at the epicenter of a major scandal involving weapons procurement. At the heart of the matter is the Agency for Defense Procurement (AOP), which has commented on information regarding the supply of obsolete RPG-75M grenade launchers to the Armed Forces of Ukraine (AFU). The incident unfolded against the backdrop of large-scale searches conducted by the Security Service of Ukraine (SBU) and the Office of the General Prosecutor (OGP) at the company "Ukrainian Armored Vehicles".

### SBU Version: Ineffective Weapons and Ignored Warnings

According to law enforcement data, the issue concerns a contract for the supply of 6,000 disposable anti-tank grenade launchers, RPG-75M. The total value of the contract amounted to a substantial 637 million UAH. Under the terms of the agreement, the supplier was obligated to deliver new weapons manufactured between 2024 and 2026.

However, as stated by the SBU, even before the contract was signed, the Logistics Forces Command of the AFU had warned the state purchaser about the low effectiveness of this type of weapon and suggested considering alternative models. Despite these signals, the contract was concluded, and the supplier received an advance payment of 318.5 million UAH.

### AOP Position: Economic Benefit and Compliance with Procedures

The Agency for Defense Procurement categorically denies accusations of negligence. Representatives of the agency claim that the state contract was concluded with a participant who offered an equivalent of the procurement subject at the most economically advantageous price. The AOP reminded that if the goods meet the declared technical specifications, price is the main criterion for selecting a supplier.

Furthermore, the agency added that before signing the agreement, they contacted the military management bodies to confirm that the proposed goods were an equivalent of the procurement subject and met a specific need. According to officials, such confirmation was received.

### Advance Payments and Accountability Mechanisms

The question of advance payments also found its explanation in the AOP's position. Agency representatives called this a standard practice applied to suppliers of weapons and military equipment who do not have risky overdue accounts receivable, systematic failure to fulfill contracts, or other restrictive circumstances, such as having criminal court convictions.

"If the goods are not accepted by the AFU support service, a claim for the return of advance funds will be sent to the supplier," the agency stated. At the same time, the AOP emphasized: if, within the framework of criminal proceedings, a fact of collusion between Agency employees and the supplier or other violations is established, all mechanisms of responsibility provided by legislation and anti-corruption policy will be applied to them.

### Additional Incidents and Threats of Contract Cancellation

The situation surrounding the procurement is complicated by a number of additional facts. On July 9, the company "Ukrainian Armored Vehicles" publicly accused the SBU of beating its top manager during the searches. Earlier, RBC-Ukraine reported on the SBU's reaction to these accusations, however, the details remain a subject of discussion.

Against the backdrop of recent events, Deputy Pashynsky warned of the threat of canceling billion-dollar contracts for the Defense Forces of Ukraine. This highlights the seriousness of the consequences that current investigations may entail.

Key questions that need to be clarified: do the purchased grenade launchers really meet the needs of the army, were procurement procedures violated, and who is responsible for possible budget losses.
