# Handcuffs and a car: new scandal with the TCC in Khmelnytskyi region and the ombudsman's reaction

A new scandal is unfolding in the Khmelnytskyi region involving the actions of employees of Territorial Recruitment Centers (TCC). In the settlement of Lehnovka, an incident occurred where, according to eyewitnesses, military commissariat workers handcuffed a 61-year-old man to a car and used physical force against him.

The details of the incident were provided by the Commissioner of the Verkhovna Rada for Human Rights, Dmytro Lyubynets. According to him, information about the harsh detention was passed by the victim's son, who is currently serving in the ranks of the Armed Forces of Ukraine. The young man claims that special means and physical force were used against his father during mobilization activities.

### Consequences and reaction of the authorities

The injured man has already sought medical help due to the physical injuries he sustained. The Office of the Human Rights Commissioner has taken the situation under personal control and is maintaining contact with the victim.

Dmytro Lyubynets stated that such incidents undermine trust in mobilization processes and require the immediate restoration of the rule of law. "The protection of the state is an absolute priority. However, it cannot be carried out at the expense of violating the Constitution, the laws of Ukraine, or human rights," the ombudsman emphasized.

To clarify the circumstances, the Ombudsman's Office has sent official inquiries to a number of key agencies:

    - State Bureau of Investigation (SBI) in Khmelnytskyi;

    - Khmelnytskyi Zonal Department of the Military Law Enforcement Service (MLE);

    - Ministry of Defense of Ukraine;

    - General Staff of the Armed Forces of Ukraine.

In particular, the Main Directorate of the MLE was requested to conduct an internal investigation regarding possible abuse of power by TCC employees. In the event that facts of illegal actions are confirmed, the guilty persons will be held administratively or criminally liable.

### A systemic problem?

The scandal in Lehnovka is not an isolated incident. Recently, a number of conflicts involving military commissariat workers have been recorded in Ukraine, causing wide public resonance. The situation in Lviv is particularly indicative.

In July 2026, an internal investigation was launched in Lviv after a TCC serviceman attacked a civilian woman. During mobilization activities, a representative of the military commissariat grabbed the woman by the throat. Video of the harsh treatment quickly spread on social media, causing a wave of condemnation.

Law enforcement agencies are also investigating a case of the brutal beating of a man by TCC workers on Halych Square in the center of Lviv. During a dispute with the military, a local resident sustained physical injuries, which became the basis for opening a criminal case.

These events demonstrate the need to strengthen control over the actions of TCC employees and compliance with legal norms during mobilization activities.
