# Hazard lights do not grant the right to stop: how traffic rules debunk a popular driver myth

Many drivers believe that if they turn on the hazard lights, they can stop anywhere — at a store, a café, or an apartment building entrance. This is a dangerous misconception that can lead to a fine or even an accident. Traffic rules clearly define when and where stopping is permitted, and hazard lights are not a pass to enter any zone.

### When hazard lights are truly necessary

According to Section 9.9 of the Traffic Rules of Ukraine, hazard warning lights should only be used in exceptional cases:

  - Forced stop due to a breakdown;

  - After a traffic accident;

  - When blinded by the headlights of oncoming traffic;

  - While towing a vehicle;

  - Driving with a technical malfunction.

Important: Turning on the hazard lights does not cancel out prohibitions on stopping. It merely warns other road users that the vehicle is stationary for objective reasons — not at the driver's discretion.

### What constitutes a forced stop?

Section 1.10 of the Traffic Rules provides a strict definition: a forced stop is recognized only when the vehicle is stopped due to:

  - A technical malfunction;

  - Danger posed by the cargo;

  - The condition of the driver or a passenger (e.g., sudden illness);

  - The appearance of an insurmountable obstacle on the road.

Stopping at a pharmacy to buy medicine or at a school to drop off a child is not a forced stop. Even if the driver has turned on the hazard lights, they are violating the rules.

### Where stopping is strictly prohibited

Section 15.9 of the Traffic Rules lists places where stopping is forbidden, regardless of whether hazard lights are on:

  - On pedestrian crossings and within 10 meters of them;

  - At intersections and within 10 meters of the edge of the intersected carriageway;

  - At public transport stops;

  - On bridges, overpasses, and in tunnels;

  - On tram tracks and railway crossings;

  - On lanes reserved for public transport;

  - In places where the vehicle obstructs the view of road signs or traffic lights.

If a driver intentionally stops in one of these locations, the hazard lights will not save them from a fine. They only signal to other drivers that the car is stationary but do not grant the right to ignore prohibitions.

### Additional benefits for victims

It is worth noting separately that Ukrainians who have survived Russian captivity or unlawful deprivation of liberty have the right to restore their driver's license and vehicle registration certificate free of charge once within a year after their release. Additionally, guardians of persons missing under special circumstances are permitted to restore documents for vehicles registered in their name.

Remember: hazard lights are a safety tool, not a way to bypass the rules. Use them correctly to avoid creating dangerous situations on the road.
