At the end of June 2026, France's energy system faced an unprecedented challenge. Statistics record a record-breaking heatwave that led to emergency measures: the state energy company EDF was forced to temporarily shut down three nuclear reactors. The paradox of the situation lies in the fact that precisely at the moment of peak electricity demand to combat the scorching heat, the country's generating capacity found itself under threat.

### Ecological Dilemma: When Water Becomes the Enemy

The reason for the reactor shutdowns lies in the fundamental principle of nuclear energy operation and strict environmental standards. Nuclear plants use river water to cool condensers. However, under conditions of anomalous heat, the water in reservoirs is already overheated. Discharging even hotter water back into the river could lead to catastrophic consequences for the ecosystem: mass fish death, destruction of flora, and the proliferation of toxic algae.

French legislation establishes strict temperature thresholds for discharge:

- For the Rhône River, the maximum water temperature must not exceed +28 °C.

- For the Garonne River, the limit is set at +30 °C.

Exceeding these values makes reactor operation illegal, forcing operators to reduce power output or completely shut down power units.

### Geography of Problems: Which Plants Were Affected

Key generation facilities in the south and center of the country fell into the risk zone. The most affected were plants located on major rivers, where water levels also dropped due to drought:

- **Golfech NPP:** Located on the Garonne River, the plant was forced to completely shut down one of its 1300 MW reactors due to critical water heating.

- **Saint-Alban NPP and Bugey NPP:** Both plants are located on the Rhône River. Here, strict power limits were introduced (reduction by 50–60%), and one power unit was temporarily disconnected from the grid.

### Energy "Scissors" and the Risk of Collapse

The situation in the French energy system has taken on the characteristics of classic "scissors": demand and supply are moving in opposite directions. On the one hand, extreme heat forces millions of French people to turn on air conditioners at full power, driving electricity consumption to winter peaks. On the other hand, generation at nuclear plants is falling due to the inability to cool them.

France, traditionally the main exporter of electricity in Europe, is forced to take the opposite position. To avoid rolling blackouts and prevent an energy collapse, the country is urgently purchasing energy from its neighbors, particularly Germany and the United Kingdom. This scenario demonstrates the vulnerability of even Europe's most powerful nuclear generation in the face of climate anomalies.
