Plans to impose the harshest economic restrictions against Russia, initiated by the late Senator Lindsey Graham, may not materialize on schedule. As reported by RBK-Ukraine citing The New York Times, the implementation of the bill is being stalled by a sharp political conflict within the American establishment.

At the center of the dispute is the text of the document, which grants US President Donald Trump unprecedented powers in the trade sector. The bill allows the head of state to impose tariffs of up to 100% against countries purchasing significant volumes of Russian oil and other energy carriers. However, the document does not obligate Trump to act but gives him the right to lift these tariffs at his own discretion.

### Conflict between Democrats and Republicans

Democrats have long expressed outrage over granting the president such wide latitude. They fear that this violates the separation of powers and allows the executive branch to ignore Congressional decisions. Republicans, in turn, insisted that precisely such flexibility is necessary to increase pressure on Moscow.

Representatives of the Republican Party warned that Trump would veto any bill aimed at limiting his freedom of action. However, the situation has changed against the backdrop of the White House's current trade policy.

### Hardline stance of Democrats

Given that the Trump administration continues its active policy of imposing tariffs, leading Democrats have taken a hardline stance against expanding his powers. In their view, Trump is already trampling on the rights of Congress by claiming power where it does not belong to him. As a result, instead of consolidating efforts against Russia, a dispute over the limits of presidential power has flared up in the US, putting the implementation of "hellish sanctions" at risk.
