# Subsidy not only for owners: who else is eligible for state assistance in Ukraine

Questions regarding the payment of utility bills remain among the most pressing for Ukrainian households. State support in the form of a housing subsidy is designed to help those whose expenses for heating, electricity, and water become an excessive financial burden. However, many citizens mistakenly believe that only property owners can apply for such assistance.

Specialists from the Pension Fund of Ukraine (PFU) have clarified that the circle of individuals eligible for state support is significantly broader. Legislation provides for the possibility of applying for a subsidy not only by owners of apartments or houses but also by other categories of citizens legally residing in a dwelling.

### Foreigners and stateless persons

One of the key clarifications made by the PFU is that the right to a housing subsidy is not limited to Ukrainian citizens. State assistance is also available to foreign citizens and stateless persons.

The main condition for this category of applicants is legal residence on the territory of Ukraine. Foreigners and stateless persons living in an apartment or private house on a legal basis can count on a subsidy if they meet all the requirements of the legislation on the appointment of social assistance. Property ownership status is not a mandatory criterion in this case.

### Criteria for appointment and application procedure

The basis for appointing a housing subsidy is the financial status of the household. Assistance is provided to families for whom the payment of housing and communal services constitutes a disproportionately high share of the family budget. This allows the state to provide targeted support to the most vulnerable segments of the population, regardless of their citizenship or property ownership status.

To clarify their rights to receive a subsidy or to obtain information about the necessary package of documents, citizens can contact the service centers of the Pension Fund of Ukraine. The legislation also provides for other ways to submit an application, allowing assistance to be arranged remotely or through authorized bodies.

Previously, experts and the media have repeatedly pointed out nuances affecting the payment of subsidies. In particular, situations were discussed in which a subsidy might be recalculated or "zeroed out," as well as the impact of utility debts on the possibility of receiving state assistance.
