- At the first stage, IDPs with combat participant status or war-related disability status (including from 2014) are eligible.

Ukraine is running a state program titled "Housing for IDPs from TOT," which provides financial support to internally displaced persons who have left temporarily occupied territories. The amount of assistance is 2 million UAH per recipient and can be used for purchasing an apartment or a house, investing in construction, or making a down payment and servicing a mortgage. However, not all displaced persons can receive the voucher: the program has strict selection criteria and a number of restrictions that became stricter in August 2026. Below is a breakdown of participation conditions, applicant requirements, and the application procedure based on explanations from the Ministry of Social Policy, the Ministry for Communities and Territories Development, and Diia system data.

### Who Is Eligible for the Housing Voucher

At the initial stage, the program is available to internally displaced persons who hold combat participant status or have a war-related disability. As explained by the Ministry of Social Policy, participation rights are granted not only to service members who acquired this status after the full-scale invasion: combat participants and individuals with war-related disabilities who received their status during the ATO or JFO starting from 2014 can also take advantage of the program. At the same time, the IDP certificate itself does not grant an automatic right to receive 2 million UAH — the displaced person must belong to a specific category and simultaneously meet other program requirements.

### Main Conditions and Restrictions

To qualify for assistance, an applicant must simultaneously meet several conditions: hold the status of a combat participant or a person with a war-related disability; have confirmation of a previous place of residence in a temporarily occupied territory; actually reside in territory controlled by Ukraine and hold a valid IDP certificate; and meet requirements regarding the absence of other real estate and receipt of state housing assistance. The key condition is that neither the applicant nor their family members may own other housing in territory controlled by Ukraine. According to Diia system data, exceptions are provided for housing located in active combat zones, as well as for certain cases of outstanding mortgages. In addition, the family must not have received housing support under other government programs or have active compensation applications under the eRecovery ("єВідновлення") program. These restrictions apply not only to the applicant themselves, but also to their spouse and children.

### New Rules Starting August 2026

Starting in August 2026, Ukraine introduced additional requirements for housing voucher recipients. According to the free legal aid system, assistance will not be granted if the applicant or family members sold, gifted, or otherwise terminated ownership of housing between February 24, 2022, and the date of application; started using or already used a preferential mortgage; or registered or declared a place of residence in a temporarily occupied territory after its occupation. The new rules do not apply to people who have already received a housing voucher or submitted an application before August 1, 2026: their appeals are reviewed under the terms in effect at the time of submission. At the same time, this does not mean that already approved vouchers cannot be checked at all — state bodies retain the right to conduct an additional verification of information until the assistance is utilized.

### How to Submit an Application

According to the instructions of the Ministry for Communities and Territories Development of Ukraine, most necessary data for submitting an application is automatically pulled from state registers. If the applicant is married, the spouse must confirm consent to personal data processing within 36 hours; if confirmation is not received, the application is canceled, and the procedure must be repeated. The program provides for submission via the Diia portal, a ASC (CNAP), or a notary if technical capability is available — it is recommended to check whether this submission method is available before applying. After submission, the information undergoes an automated check by the Ministry of Finance and is then sent to a special commission at the IDP's actual place of residence, which verifies the applicant's compliance with established conditions and makes a decision to grant assistance or refuse. According to the Ministry of Social Policy, the estimated review period by the commission is up to 30 days.

### How to Use the Voucher and What Is Important to Know

In the event of a positive decision, the housing voucher is generated automatically and entered into the Register of Damaged and Destroyed Property; the document can be viewed and its status tracked in the Diia mobile app. As reported by the Ministry for Communities and Territories Development, the voucher is a document confirming the state's guarantee to finance housing acquisition within a certain amount, while fund reservation is submitted via a separate application in Diia, with financing priority determined by the date and time of the reservation submission. According to a statement by Prime Minister Yulia Svyrydenko, the validity period of the voucher is five years, and the acquired housing cannot be alienated for five years to guarantee the targeted use of funds. However, receiving the voucher does not automatically mean funds are transferred: the reservation and financing mechanism is specified by the agency, and secondary real estate market buyers, according to the Ministry of Finance, must independently pay related expenses.
