# Housing without experience: how Ukraine is changing support rules for medical workers in the frontline zone

Medical workers serving the population in frontline zones and rural areas will gain access to service housing under new, more favorable conditions. The Government of Ukraine has decided to simplify the procedure for providing real estate to doctors working in difficult conditions.

This became known after a working trip by Prime Minister Yulia Svyrydenko to Kherson. The head of government emphasized that medical workers in frontline communities work daily in dangerous conditions, and the state's main task is to ensure them maximum support.

### The state buys housing for displaced medical workers

Special attention in the new program is paid to employees of communal hospitals in the Kherson region, who were forced to move from temporarily occupied territories. For these specialists, the state takes on the expenses for purchasing housing. This decision is intended to help doctors who have lost their homes and are forced to work in new regions adapt quickly and continue saving patients' lives.

### Cancellation of experience requirements

The key innovation was the elimination of bureaucratic barriers, in particular — the cancellation of work experience requirements. Previously, having a certain amount of experience often became an obstacle to obtaining a service apartment. Now, housing can be obtained regardless of how long a doctor has worked at a specific institution.

"A service apartment or house can be obtained regardless of how long a person has worked at the institution," noted Yulia Svyrydenko.

### Expansion of the program to Mykolaiv region

The initiative is not limited to the Kherson region only. The service housing program will also be extended to neighboring regions experiencing an acute shortage of staff. In particular, the changes will affect cities in the Mykolaiv region, including the regional center, where the need for specialists remains critically high.

All norms regarding the area of the provided housing have been coordinated with the state standards of the "єОселі" (eOselya) program. Last year, the possibilities of this program were already expanded for medical workers in rural areas, and now this experience is being scaled up to frontline zones.

### Financial incentives and in-demand professions

State support for medical workers is not limited to real estate only. Previously, financial "bonuses" were introduced for young specialists starting their careers. Among the advantages for newcomers are a one-time allowance of 200,000 hryvnias and the provision of free service housing.

The Ministry of Health of Ukraine has also published a list of specialists who are currently in highest demand in the healthcare system. This list helps employers and doctors understand which specific personnel are needed by institutions first and foremost.

At the same time, international and mobilization trends continue to be monitored in the medical field. Recently, the reasons for the annulment of licenses for Ukrainian doctors in Poland were clarified, as well as the categories of medical workers subject to priority conscription into the Medical Forces, despite having deferment.
