# How entrepreneurs can count their business towards pension tenure: clarifications from the Pension Fund of Ukraine

Individual entrepreneurs (sole proprietors) in Ukraine have been given the opportunity to include periods of business activity in the insurance tenure required for retirement. However, the mechanism for crediting this tenure depends on the time period of activity and the facts of contribution payments. RBC-Ukraine became acquainted with the details of the clarifications from the Pension Fund of Ukraine (PFU).

### What is insurance tenure for an entrepreneur

According to the PFU's position, insurance tenure is the period during which a person was subject to mandatory state pension insurance and for which corresponding contributions were paid. For entrepreneurs, this means that the mere fact of business registration is not enough: the key factor becomes financial participation in the system.

### Rules for crediting tenure after 2004

For periods of activity that began after January 1, 2004, the procedure is maximally simplified. Tenure is credited automatically based on data from the Register of Insured Persons. The only condition for automatic accrual is the payment of insurance contributions or the single social contribution (ESC). If the entrepreneur made payments on time, information about their tenure should already be reflected in the system.

### Documents for periods before 2004

The situation changes for those who started a business before January 1, 2004. In this case, automatic crediting does not occur. Entrepreneurs must independently provide documents confirming the fact of payment of insurance contributions for the corresponding periods. Without paper confirmation, these years may not be included in the final pension calculation.

### Features for the simplified tax system

Special attention in the clarifications is paid to entrepreneurs working under the simplified tax system. For them, periods of business activity can also be confirmed by data from the Register of Insured Persons of the State Register of Mandatory State Social Insurance. This means that even with a specific tax scheme, tenure is preserved if contribution conditions are met.

### Expert recommendations

PFU specialists strongly recommend that entrepreneurs check information about their insurance tenure in advance. Timely verification of data will help avoid problems and delays when applying for a pension in the future.

### Context: pension reform in Ukraine

These clarifications come against the backdrop of preparations for a large-scale pension reform. Earlier, the government presented a concept according to which the pension will consist of two parts: a basic one financed by the state, and an insurance one depending on tenure and the amount of contributions paid. As part of the reform, it is planned to introduce a guaranteed minimum level of payments, reduce the gap between different categories of pensioners, and reform the system of special pensions.

In addition, it was previously reported about the possibility of receiving a one-time cash assistance upon retirement. The right to such a payment is held by workers in education, healthcare, and social protection working in state or communal institutions, provided they have the necessary tenure and corresponding positions, if they have not previously received any type of pension.
